Description
This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), Southwest Region Sustainable Fisheries Division located in Long Beach, CA on a sole source basis with Outer Limit SportFishing. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. NOAA's National Marine Fisheries Services Sustainable Fisheries Division has a need to address NMFS concern's about pinniped interactions with fisheries. This study would investigate the use of developed and novel in-water non-lethal deterrence methods in California. Proposed contract is for deploying and testing a non-lethal deterrent from a fishing vessel that is actively fishing to avoid bycatch of marine mammals and maintain the integrity of the target fish species. The proposed work stems directly from Outer Limit Sportfishing's on-going testing non-deterrents of pinnipeds while actively engaging in fishing activities. This is a continuation of research conducted by vendor in coordination with staff from the Southwest Regional Office (SWRO) and the University of California, Los Angeles (UCLA). The vessel owned by Outer Limit Sportfishing, M/V Outer Limit is a high performance fishing vessel that is equipped with state of the art electronics to provide the necessary equipment needs and platform for this research. The bridge has state of the art technology including gyro stabilized forward and sector scanning sonar that can be used in all types of weather and a 2 kilowatt dual frequency sounder which will allow for the analysis of potential impacts to non-target species. Outer Limit Sportfishing is highly qualified to conduct this work and have the licenses and permits to legally fish in fisheries that will be targeted for this research. The North American Industry Classification System Code (NAICS) of this procurement is 541690 with a small business size standard of $14.0M. The Government intends to negotiate a firm fixed price contract with period of performance commencing approximately from date of award through January 31, 2014. It is the Government's belief that only the Outer Limit Sportfishing can complete this project. This notice represents the only official notice. This notice of intent is not a request for competitive proposals; however, all submittals received by the due date set forth in this notice will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. This is a simplified acquisition. ****The Western Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003.
