Description
The US Naval Research Laboratory (NRL) intends to award a bridge modification to L-3 Global Security and Engineering Solutions (also known as Engility), 3750 Centerview Drive, Chantilly, VA 20151, which is currently performing this work under contract N00173-06-C-2023, a cost-plus-fixed-fee level-of-effort term contract. This requirement is for the Pulsed Power Branch in the Plasma Physics Division in support of theoretical and experimental research support services necessary to advance existing applications and to develop and promote new pulsed-power architectures and applications. Historically these applications have included (a) nuclear weapons effects simulation (NWES), (b) high-brightness flash x-ray radiographic sources, (c) electromagnetic projectile launcher (EML) technologies, (d) inertial confinement fusion (ICF), (e) the detection of special nuclear materials, (f) advanced energetics, (g) the development of new pulsed power-driven applications, and (h) the development of enabling technologies that permit the rapid deployment and robustness of each application. The NRL intends to modify the current contract to extend the period of performance through 28 February 2013 and increase the contract ceiling to allow nonseverable tasks to be completed. The value of this action is estimated to be $1,976,351.00, bringing the total estimated value of the contract to $11,505,548.00. A follow-on competitive solicitation is currently being developed. The statutory authority permitting other than full and open competition is 10 U.S.C. Section 2304 (c)(1), as implemented by the Federal Acquisition Regulation (FAR)6.302-1(a)(2)(iii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements; award to any other source for this six-month effort would result in substantial duplication of cost to the government that is not expected to be recovered through competition. The contractor shall continue to provide support for conceptual designs of deployable, rep-rated high-voltage pulsed power bremsstrahlung source for ONR Maritime WMD Detection and DTRA Standoff Detection programs; continued support for IPAD experiments on NRL pulsed-power generators, enabling design of diodes and steering systems that provide tighter beam control and smaller diameter; continued support for the NWSC- and AWE-led projects to develop high-brightness ion beams for cold X-ray NWES simulation for DTRA; and continued support enhancement of modern capacitive and inductive energy storage devices for NRL missions, including operation, design, fabrication, and maintenance tasks for the pulsed-power generators at NRL. The new contract will be solicited through SeaPort-e under the North American Industry Classification System (NAICS) code 541330 with the size standard of $4.5 million. This notice of intent is not a request for proposals or quotes; however, all responsible sources may submit a quotation and technical capabilities, which, if received within fifteen calendar days of publication of this notice, shall be considered by NRL. All responses must be submitted to the government point of contact at the e-mail address shown below. A determination by the government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the government.
