- The National Marine Fisheries Service (NMFS), located in Boqueron, PR intends to award a follow on purchase order for one year to the Island Green Building Association (IGBA) for the continuation of a media campaign which begun in partnership with IGBA in FY11. The campaign is to support the NOAA Coral Reef Conservation Program-funded project, and the U.S. Virgin Islands Green Construction Program. The objective of the project is to train members of the construction and development industry in the USVI, as well as homeowners, realtors, and other involved in property management and landscaping, as part of a green conservation program aimed at the conservation of natural resources. The project is for three years and the media campaign will build on work done by IGBA in FY11 to update their website with project information, as well as assist with and promote training activities associated with the project. In the second year of the project, storyboards developed by IGBA for a "This Green House" campaign will be used to further promote green building concepts. This project is being initiated as a component of NOAA Fisheries' efforts on behalf of the Coral Reef Task Force (CRTF) established by President Clinton in June 1998 through Executive Order #13089. The Executive Order, identified as Coral Reef Protection, seeks to "preserve and protect the biodiversity, health, heritage, and social and economic value of U.S. coral reef ecosystems and marine environment." IGBA updated their web site and assisted in promoting working sessions through their media contacts in USVI to spread the word about the green construction project. IGBA assisted in developing the media campaign specific to the green construction project and provided access to membership lists and contacts such as realtors to reach a broader audience. IGBA maintains a web site, as well as press releases and newsletters aimed at promoting green building practices to protect the coastal and marine environment of the Virgin Islands. IGBA has a dedicated employee to run media campaigns and maintain the web site, newsletter, and other publications up-to-date. IGBA also has media contacts to ensure that announcements are prominently located and are published at times with the most circulation, in the case of newspapers, and exposure in the case of other media. NOAA Fisheries does not have the necessary resources to create and administer a web page specific to the project, or a media campaign to include newspaper announcements, television and radio spots, as funding allows. The resources IGBA already has are aligned with the objectives of NOAA Fisheries for this coral project. In addition, because IGBA already has a web site, newsletter, and other media in place, as well as the storyboard for "This Green House" series that has been identified as a priority for promoting green building by our steering committee and working session attendees, the continuation of the media campaign with IGBA would ensure consistent messaging for the project to better meet the requirements of the larger Coral Reef Conservation Program (CRCP) project. Because IGBA already has the media campaign in place, as well as an established presence in the Virgin Islands and the media of the Virgin Islands, the government can invest directly in promoting the green construction project rather than in the establishment of a web site, newsletter, and other media to publicize the CRCP project, which will result in considerable savings to the government. In addition, IGBA is the only known green building association operating in the Virgin Islands and the only known alternative for offering memberships as an incentive for those in the local construction industry to participate in the Green Building Program as required by the CRCP project. Accordingly, the use of IGBA as an intermediary is the only known mechanism available to NOAA Fisheries to satisfy the CRCP deliverable requirements in a timely manner and at best value to the government. IGBA is located in St. John, U.S. Virgin Islands. IGBA provides leadership by example, advice, and counsel on sustainable and environmentally responsible building development for St. John and other portions of the Virgin Islands in order to promote quality of life and healthy places to live and work. IGBA was established in 2004 by a small group of construction industry professionals and island residents. IGBA is a small, non-profit organization dedicated to sustainable growth in the Virgin Islands. In order to meet the objective of this work assignment, the contractor shall complete two tasks: continued implementation of the media campaign and memberships or project assistance for those who complete the green construction module training program. Short-term results will consist of the promotion of the Green Construction Program through the media campaign, including publishing information on trainees. Long-term results will consist of increased public awareness, including among members of the USVI construction and development industry, regarding the importance of marine ecosystems and ways in which projects can be designed and implemented to ensure the conservation of these resources. The project must be completed by September 16, 2013. In FY11 the vendor developed the media campaign, including the messages and link on the IGBA website specific to the green construction program project. A severable contract would result in additional costs to the government because NOAA Fisheries would have to reinvest in aspects of the scope of work, in particular the development and management of a website with information specific to the project and media campaign tools such as newspaper articles. A non-severable contract would be more cost effective for the government. Also, the project requires continuity in maintaining the media campaign that has already been developed by IGBA as part of the FY11 scope of work and will continue to be implemented as part of the FY12 scope of work. A non-severable contract will ensure that the media campaign will continue with no need to redo aspects of the work. Thus, a non-severable contract will also ensure the continuity of the project. Firms who believe they can provide the services must submit detailed capabilities statement which demonstrates their ability to provide the services and satisfy the Government's needs.
