Description
Subject to FAR Clause 52.215-3, entitled "Solicitation for Information of Planning Purpose," this announcement constitutes a Sources Sought for information and planning purposes. FLC Norfolk Portsmouth Naval Shipyard Annex ™s intent of this announcement is to identify qualified and experienced sources for a contract vehicle that will provide IT services The services shall include: (A) application maintenance and support services, (B) application development and enhancement services, (C) analysis and update of entries in FAM ™s Department Of Navy (DON) Application and Database Management System (DADMS) in accordance with FAM policy, programmatic NMCI support functions (i.e. assistance in ensuring the effective operation of SUBMEPP ™s system/application portfolio within the NMCI), and program management, system operational support, customer support functions, and software product assistance, and (D) provide infrastructure at contractor site. The contractor shall provide services to conduct business and system analyses, relational database administration support, object oriented analysis, information system maintenance, programming, information assurance, communications, documentation, program management and report services by personnel with the necessary IA workforce certification requirements. The applications are Federal Information Processing Standards (FIPS) 140-2 compliant; web-based Java, Oracle relational database management system applications; web-based Section 508 compliant, PHP Hypertext Preprocessor (PHP)/Cold Fusion/Access/Hyper Text Markup Language (HTML) applications; or Standard Generalized Markup Language (SGML) or Extensible Markup Language (XML) product applications “ running on Windows 2003/2008 servers - which utilize Department of Defense (DoD) or DoD External Certificate Authority (ECA) Public Key Infrastructure (PKI) for authentication. The contractor shall be required to demonstrate they are Capability Maturity Model Integrated (CMMI) level 3 capable. The contractor shall be further required to provide additional resources to support SUBMEPP ™s applications, interfaces with the Navy ™s Enterprise Resource Planning (ERP), web initiatives, desk top publishing and content management systems product development, and development of new information technology solutions to support DoN improved business processes and efficiencies. Maintain Help Desk for Level 1 and Level 2 Customer Support Center, with the necessary IA workforce certification requirements. Program management functions to maintain documentation, work procedures, assistance in answering data calls, action tracking, risk management, analyses and monitoring. Create product CDs for distribution Provide Data Base Administrator and System Administration support with the necessary IA workforce certification requirements, Provide Level 3 troubleshooting support on-site as necessary. Due to the 24/7 availability requirements of our Information Systems in support of Navy Enterprise customers across the Globe, emergent response outside of normal working hours may be required by personnel - including, but not limited to System Administrators, Database Administrators, etc. - to ensure continued operations. The SUBMEPP infrastructure is located at the Portsmouth Naval Shipyard (PNSY), in Kittery, ME. The contractor will be required to establish an office within a 25 mile radius of PNSY and may also be required to provide a full development environment at said office. All contracted staff must be U.S. Citizens and capable of achieving a DoD Secret Level security clearance. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. It is not to be construed in any way as a commitment by the Government, nor will the Government pay for the information submitted in response. NAICS Code The NAICS Code for this requirement is 541330, Engineering Services, and the Size Standard is $14M. Anticipated Contract The proposed contract is anticipated to be a single award, Indefinite Delivery/Indefinite Quantity (IDIQ) type contract. The contract will utilize firm fixed price (FFP) pricing. The Government anticipates the award of competed task orders in response to the Government ™s requirement in accordance with FAR 16.505 Period of Performance The period of performance for this requirement will be a 12 month base year and two 12 month option periods. This contract is estimated to commence on 09 March 2013. Contractor must provide a capabilities statement detailing their technical expertise in the functional areas and displaying their ability to provide the necessary personnel at all sites. The capabilities statement must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Contractors response shall also include the following information and can be submitted in your own format: Size of company, i.e., 8(a), WOSB, SB, Veteran, all others, number of employees, revenue for the past 3 years, relevant past performance on same/similar work dating back 5 years and your company's capability to perform the type of work. Standard company brochures will not be reviewed. Submissions are not to exceed six (6) typewritten pages in no less than 12 font. Also, please indicate if your company can be a prime contractor for this effort or, if not, whether your company can be a subcontractor.
