Description
The United States Army Contracting Command - Aberdeen Proving Ground - Fort Belvoir Division on behalf of US Army CERDEC Night Vision and Electronic Sensors Directorate (NVESD) Special Products and Prototyping Division - Counter Terrorism Branch (SPPD-CT), Fort Belvoir, Va., intends to enter into Firm-Fixed-Price purchase order on a sole source basis to Persistent Systems, New York, NY, to provide for seven MPU4 Dismount Radio with 2W S-Band Module (2.3-2.5 GHz) and five Wave Relay Quad Radio Routers to include various component accessories no later than seventy five days after receipt of order. These radios allow access into the overall network without extra hardware or personnel effort by utilizing a proprietary format specific to the Persistent Systems, Inc product. It has been determined that Persistent Systems is the "Only One Responsible Source and no other Supplies or Services will satisfy Agency Requirements". The statutory authority for other than full and open competition is 10 USC 2304 (c) (1); Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements. This notice of intent is not a request for proposals however; all responsible sources that can provide supporting data to demonstrate they can successfully provide the required MPU4 Dismount Radio with 2W S-Band Module (2.3-2.5 GHz)and Wave Relay Quad Radio Routers to include various components shall be considered by the agency. Responses shall be no longer than ten (10) pages and provided in Microsoft Word compatible format. Responses shall be submitted via email to Jocelyn.shively@us.army.mil within 10 calendar days of the date of this notice. The email subject line should include the phrase "W909MY-12-Q-0013, QUAD RADIO". All requests for further information must be in writing and via email to the above address; telephone requests for additional information will not be honored. Acknowledgement of receipt will be issued. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
