- PART: U.S. GOVERNMENT PROCUREMENTS SUBPART: SERVICES CLASSCOD: F-Natural Resources and Conservation Services OFFADD: USDA Forest Service, Okanogan-Wenatchee National Forest, Attn: Linda Du Lac, 24 W Chewuch Road, Winthrop, WA 98862 SUBJECT: F-Machine Site Prep, Tonasket Ranger District SOL: RFQ AG-05H7-S-12-0028 DUE: Estimated September 2012 POC DESC: Machine Pile Services. The Okanogan-Wenatchee National Forest requires services for mechanical slash treatment and fuel reduction on the Tonasket Ranger District on approximately 547 acres. Location of the work is in Okanogan County, Washington. The units are approximately 17 miles northeast of Tonasket, Washington. The Contractor shall supply all tools, materials, equipment, supervision, transportation, labor, and supplies and incidentals necessary to perform the work in accordance with the specifications and provisions of the contract. The equipment shall meet the following specifications and be capable of: 1) Ground pressure not exceeding 7.5 pounds per square inch 2) Climbing/working ability up to 35 % slope 3) Capable of moving within stands without damaging leave trees 4) Effective arm reach of 25 feet minimum 5) Ability to grapple pile fuels to desired specifications 6) Ability to perform work from existing skid trails or slash mats. 7) Operator cab, engine and arm shall be able to rotate 360 degrees 8) Non leaking fluid systems The Contractor will have 91 days from the Notice to Proceed to complete the services. Work in the field is estimated to begin in mid-September 2012. Should weather conditions prohibit work from being completed due to inaccessibility, work will be completed in the spring as soon as access and resource conditions allow. This project will be advertised as a written request for quotation and will be solicited under the Simplified Acquisition Procedures (SAP) and Acquisition of Commercial Item rules. Estimated issue date of the solicitation is on or about August 16, 2012. The solicitation will be posted electronically at the (FedBizOpps) site when it issues. The actual due date for quotations will be listed in the solicitation. The project is 100 percent set-aside for Small Business concerns. The NAICS code is 115310 and Size Standard is $7 million. All responsible sources may submit a quote, which will be considered.
