Attachment 1 - Performance Based Specifications Exhibit D - Pictures Exhibit C - Sample IFB Exhibit B - Technical Evaluation Criteria Exhibit A - Technical Data Package TWO-STEP INVITATION FOR BID REQUEST FOR TECHNICAL PROPOSALS STEP 1 OF 2 SOLICITATION #FA9302-12-B-0022 This is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation for this requirement. This is the first step of a two-step invitation for bids (IFB) pursuant to FAR 14.502. TECHNICAL RESPONSES ARE ONLY REQUESTED AT THIS TIME. DO NOT SUBMIT PRICE INFORMATION. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-60 and DFARs Change Notice (DCN) DPN 20120724. Federal Supply Class/Service (FSC) code is 4920. NAICS is 332323 and the size standard is 500 employees. This acquisition is unrestricted. Offerors shall ensure they are registered under this NAICS. The 412th Maintenance Group requires a supplier to provide F-16 aircraft maintenance stands that will be used for maintenance personnel to move freely and safely around the aircraft. With four foot fall protection standards in place, the stands ensure personnel remain safe and are in compliance with AFI 91-203. These stands are a modular system that allows maximum access to maintenance areas on the airframe while minimizing stand footprints. Performance specifications are included in this solicitation for additional information. Date of delivery is anticipated by no later than 120 Days After Receipt of Order/Award (DARO). Award is anticipated by September 2012. Delivery is FOB Destination: Edwards AFB, CA 93524. Interested parties who believe they can meet all the technical requirements for the items described in the attached Performance-Based Specifications (Attachment 1) and Technical Data Package (TDP) (Exhibit A) are invited to submit in writing, a complete Technical Evaluation Proposal (TEP). Offerors are required to submit enough information for the Government to evaluate the technical data requirements. Only those Offerors who provide responses and meet the technical evaluations to Step 1, shall be afforded the opportunity to provide a priced bid (Step 2) at a future date. Proposal preparation costs are at the Offeror's sole expense. EVALUATION CRITERIA: Technical Responses shall be evaluated based on the criteria in this solicitation and categorized as either (i) Acceptable; (ii) Reasonably susceptible of being made acceptable; or (iii) Unacceptable. Proposals that fail to conform to the essential requirements or specifications of the solicitiation, technical data package, or response instructions shall be considered nonresponsive and categorized as unacceptable. A technical evaluation sheet, to which ALL responses will be evaluated against, is attached as Exhibit B. Offerors should submit proposals that are acceptable without additional explanation or information. The Government may make a final determination regarding a proposal's acceptability solely on the basis of the proposal as submitted. The Government may proceed with the second step without requesting further information from any offeror; however, the Government may request additional information from offerors of proposals that it considers reasonably susceptible of being made acceptable, and may discuss individual proposals with its respective offeror prior to Step 2. A notice of unacceptability will be forwarded to offerors individually upon completion of the proposal evaluation and final determination of unacceptability. TECHNICAL DATA RESPONSE INSTRUCTIONS: TEPs SHALL NOT INCLUDE PRICES OR PRICING INFORMATION. In Step 2, bids shall be based upon the TEP determined to be acceptable, either initially or as a result of discussions. Only those considered acceptable in Step 1 will be considered for Step 2; and each bid in the second step must be based on the bidder's own technical proposals. Only one technical proposal may be submitted by each offeror. For Step 1 only, e-mailed TEPs shall contain the IFB Solicitation number and TEP in the subject line. See TDP for further instructions. Mailed or e-mailed responses are due at the AFTC/PZIEB, 5 South Wolfe Avenue, Building 2800, Edwards AFB, CA 93524, no later than 23 Aug 2012 at 4:30pm PST. Late submissions may not be considered and will be handled in accordance with FAR 52.214-07. Submissions via email will not be allowed for Step 2. Further directions will be sent for Step 2 upon completion of the Step 1 process. OTHER INSTRUCTIONS: 1. SAMPLE, STEP 2-IFB, IS INCLUDED AS A DRAFT ONLY. DO NOT SUBMIT A PRICE RESPONSE. 2. Read all provisions and clauses incorporated in the Sample, Step 2-IFB as they will be incorporated into the resulting contract award. 3.
