- RFQ This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and FAR Part 13, Simplified Acquisitions Procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number and a statement that the solicitation is issued as a request for proposal (RFP). A statement that the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-60. GSA Schedule 874.4 The associated NAICS code 611430 and small business size standard $7.0. The Center for Scientific Review (CSR) Leadership Program. The contractor shall provide a faculty of qualified instructor personnel. Instructors shall be knowledgeable in various facets of leadership. Additionally, instructors shall be knowledgeable with federal management issues and familiar with the business of science. The contractor shall identify, by name, personnel proposed for managing, designing and coordinating, the program, in addition to staff utilized to deliver the course subject matter. Resumes for all involved in the coordination CSR Leadership Program shall be included in the proposal. The period of performance for this contract shall be a base year - with four option years to be approved at the Government's discretion no later than 30 days prior to the end of the contract year. The proposals are due on: August 16, 2012. Responses must be submitted no later than 5:00 PM Eastern Standard Time (EST), August 16,2012 to Ms. Tonia Ellen via e-mail to tellen@nih.gov. Electronic submission ONLY will be accepted. All information furnished must contain sufficient detail to allow the government to determine if it can meet the above specifications described herein.
