The Bureau of Land Management, Salt Lake City, Utah has a brand-name only requirement for 12 each Xplore Technologies AllVue Xtreme Tablets. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The solicitation document and the incorporated provisions and clauses are those in effect through FAC 2005-60 (July 2012). This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The agency: Bureau of Land Management Utah State Office 440 West 200 South, Suite 500 Salt Lake City UT 84101 2. Nature and/or description of the action being approved: The Utah State Office needs to purchase similar specialized rugged laptops to the laptops that were purchased in 2009 for all field offices in the State of Utah. Congress allocated one-time funding in 2012 for permit renewal and monitoring efforts. The purchase of a second unit for the field offices will increase their ability to collect data and provide a backup for the original unit in case of field malfunctions, computer glitches or other unforeseen issues that may arise during field season that would delay the needed data collection for permit renewals and other programs dependant on vegetation data to determine condition and trend. 3. Description of the supplies or services required to meet the agencys needs (including the estimated value): In 2009 the Utah State Office purchased thirteen specialized rugged laptops for data collection in relation to the Utah Monitoring protocol. The special requirements identified by the State Office were meet through a bid process by a company called Data Capture Solutions with a rugged laptop made by Xplore Technologies. It is the State Offices intent to purchase additional rugged laptops for the field offices that are compatible with our current data collection system and software. The products that meet our needs are as follows: iX104C5 AllVue Xtreme Tablet 25010-3EK4T-00T03 External GPS-II Module 11-90031 Active X Stand 02-05033 Cigarette adaptor 11-50035 Spare 55 watt battery 11-01019B 4-year XGuard damage program 03-99040 4. Identification of the Statutory Authority permitting other than full and open competition: 41. U.S.C. 253(c) (1) as implemented by FAR 6.302-1(c). 5. Demonstration of the contractor's unique qualifications or the nature of the acquisition requires use of the authority cited: The rugged laptops from xplore technologies requested in 2009 met the unique qualifications and still do in 2012 because the 10 inch display has the best overall resolution. Only the ix104c5 ALLVUE xtreme tablet by xplore technologies offers the allvue screen that excels other lap top computers for high visibility in direct sunlight conditions. The ALLVUE model is equipped with warm-swappable batteries that can be swapped in and out of the computer in the suspended mode. This model has the best drop resistance that other models like the Itronix lap top. It has a large 80 GB hard drive necessary for the high volume of data collected and analysis done. The ALLVUE is 5 pounds lighter than other lap tops or tough books on the market. 6. Efforts made to solicit potential sources: In 2009 an open bid effort was made and several other companies provided bids. These other laptops or tough books did not meet the needs of the Utah State Office and were of inferior quality (i.e. plastic corners). None had the ALLVUE screen that would provide the user good viewing conditions in all types of environments. These other bids were rejected through the proper procedures outlined by the BLM. 7. Determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable, and the basis for that determination: Price Fair and Reasonableness will be established through competitive quotes from three vendors that sell the required items. 8. Market research conducted or not conducted: Market research has been conducted by the University of Arizona with whom the Utah State office had used for the program software development. 9. Any other facts supporting the use of other than full and open competition: There are no other facts regarding the use of other than full and open competition. Statement of the actions, if any, to remove or overcome any barriers to competition: The manufacturer of the tablet was contacted to get a list of vendors that sell the required items. A Request For Quotation was advertised to the SEWP, a required source.
