- Field Review of Appraisal Services for the State of Texas (specific counties) located in Dallas/FT, San Antonio and Houston, in support of the HUD Denver Homeownership Center (DHOC).n. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6 - as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. See also FAR Subpart 13.5-Test Program for Certain Commercial Items. The U. S. Department of Housing and Urban Development (HUD) is issuing Request for Quotations (RFQ) Number DU205NC-12-Q-0043 in support of the Denver Homeownership Center (HOC), Office of Single Family Housing. The proposed RFQ is for a Indefinite Quantity Fixed Unit Price Purchase Order under the Federal Acquisition Regulation (FAR), Streamlined Procedures for Evaluation and Solicitation for Commercial Items, to conduct Field Review of Appraisal Services of 1-4 unit family properties (Interior and Exterior), located in the State of Texas (specific counties in Dallas/Ft. Worth, San Antonio and Houston) as specified in the RFQ. The Dept of HUD estimates that a total of (75) reviews will be ordered during the Base Year under the Purchase Order. This is a 100% Small business Set-Aside. The North American Industry Classification System (NAICS) Code is 531320 -Offices of Real Estate Appraisers and the Small Business Size Standard is $2 million. The Period of Performance for the enclosed Statement of Work is for a Base One (1) Year Period, and Four (4) 1 year option periods. This is a competitive solicitation (Request for Quotation (RFQ), and Offerors are asked to review the entire RFQ prior to the submission of a quotation. Quoter submission must clearly address the Selection Criteria stated in the RFQ. Quoters must provide a clear and legible Tax Identification Number (TIN) and Data Universal Numbering System (DUNS) Number. This RFQ consists of the following attachments: Standard Form 1449 - SOLICITATION/CONTRACT/ORDER FOR COMMERCIAL ITEMS, including the Statement of Work for Field Review of Appraisal Services; Standard Provisions and Clauses thru Federal Acquisition Circular (FAC) 2005-60 dated July 26, 2012; Factor for Award, and Instructions, Evaluation Criteria and Basis for Award. Questions regarding the RFQ must be submitted in writing to the attention of Mona Collins, Contract Specialist, U. S. Department of HUD, Chicago Contracting Operations Branch, 77 West Jackson Boulevard, Room 2517, Chicago, Il 60604-3507, or via e-mail Mona.K.Collins@hud.gov. Quotation submissions are due on Friday, August 27, 2012 @ 4:00PM Central Time and will only be accepted from appraisers on the FHA Roster. For more information about placement on the FHA roster, please see the HUD website at: http://www.hud.gov/offices/hsg/sfh/appr/apr_rost.cfm. Successful quoters must be registered in the Central Contractor Registration system at: http://www.ccr.gov (now referred to as System for Award Management (SAM) at: www.sam.gov. Except for certifications requested by commercial buys in the RFQ, please note that quoters are no longer asked to submit certifications and representations with their offer. Instead, quoters should enter that information in the ORCA database at http://orca.bpn.gov Registration in ORCA is mandatory before an award can be made to any quoter. The Dept of HUD intends to award a Purchase Order to the responsible Quoter whose quotation submission conforming to the RFQ will be the most advantageous and offers the overall best value to the Government, price and other factors considered. The Dept of HUD may issue a Purchase Order to other than the lowest priced quoter. Submit prices for base year period and four option years in determining the best value quotation.
