Description
THIS IS A REQUEST FOR INFORMATION AND INTEREST FROM COMMERCIAL VENDORS FOR PIT TAGS. Mission and Installation Contracting Command - Fort Carson Contracting Office- Fort Carson, Colorado is conducting market research for the following items. The requirement is for the Contractor to provide: PIT tags Preloaded (means needles with tags already loaded) 12.5mm, 134.2 kHz - 45 quantity PIT tags 8.4mm x 1.4mm, 134.2 kHz - 45 quantity Hand-held reader - 1 quantity Passive reader (self operated, long lasting) - 3 quantity Square 24 inch pass thru antenna - 3 quantity Weatherproof holding case for passive reader - 3 quantity Implant gun for 12.5 mm tags - 2 quantity Implanter for 8.4 mm tags - 6 quantity Insertion needles for 8.5 mm tags - 50 quantity Tag manager software which enables the downloading of tag codes directly from the reader to Excel - 1 quantity PIT tags need to be encapsulated in glass and be able to provide unique identification readings at 134.2 kHz. PIT tag sizes must be 8 mm in size (8.4mm x 1.4mm) for smaller bats and 12mm in size (12.5mm x 2.07mm) for larger/heavier bats. Tags must have Full Duplex (FDX) capability because we need to be able to record multiple bats passing thru the antennae simultaneously. Half duplex features do not record multiple bats simultaneously passing thru the antenna, instead half duplex record only one bat at a time with a slight delay. The purpose of this Sources Sought notice is for market research to determine the method of acquisition based on the availability and adequacy of potential sources prior to issuing the solicitation. The Government's determination on how to compete the proposed requirement will be made based on responses to this notice and is at the sole discretion of the Contracting Officer. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. IT IS NOT A REQUEST FOR PROPOSAL, SOLICITATION, OR AN INDICATION THAT THE GOVERNMENT WILL NECESSARILY CONTRACT FOR ARTICLES AS A RESULT OF THE EVALUATION. THE GOVERNMENT WILL NOT PAY FOR INFORMATION RECEIVED IN RESPONSE TO THIS RFI. Responses to this notice should include: 1) A written narrative of contractors' capability/specifications to provide the requested items and ; 2) Company size in relation to the applicable North American Industry Classification System code (NAICS) 334511; 3) Commercial and Government Entity (CAGE) Code; 4) The socioeconomic status of the company, i.e., small business concern, 8(a) business, HUB Zone small business, small disadvantaged business, woman-owned small business, veteran owned small business, or Service disabled veteran owned small business; 5) Point of Contact information to include name, email address, telephone and fax numbers. This information will be used only for market research purposes and will not be used as a part of proposal evaluation later. All information received will be protected and safeguarded as Acquisition/Source Selection Sensitive in accordance with FAR Part 3.104, Procurement Integrity. Responses shall be e-mailed to the Contract Specialist, Andre D. Desima at andre.d.desima.civ@mail.mil. All responses must be received no later than 1:00pm Mountain Time on 17 August 2012.
