- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The Department of Veterans Affairs, Southern Arizona VA Health Care System (SAVAHCS), intends to enter into a contract on a sole source basis, under the authority of 41 U.S.C. 253 (c) (1) and FAR 6.302-1(a) (2) (ii), a contract, entitled "Quick-Linc license, maintenance and support services." This contract is necessary to provide the essential service to the diagnostic lab service line for continuous operation without which uninterrupted patient care may be jeopardized. Quick-Linc is used to manage patient diagnostic results from Siemens Status CS troponin analyzer and the SiemensRapidpoint Blood Gas systems, and to allow rapid electronic entry of results into the CPRS and VistA patient record systems used at SAVAHCS. However, if there are sources able to perform the requirement, they must respond by submitting a capability statement within 7 days of publication of this synopsis. This notice of intent is not a request for competitive proposals. Proposals received within 7 days of publication of this synopsis will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Deliveries should be hand carried or sent via other mail or package delivery services. NO COLLECT CALLS OR FACSIMILE TRANSMISSIONS WILL BE ACCEPTED. RESPONDENTS MAY SUBMIT THEIR CAPABILITY STATEMENTS VIA E-MAIL TO THE POINT OF CONTACT LISTED IN THIS NOTICE INTENT SYNOPSIS. The Department of Veterans Affairs SAVAHCS plans to procure, on a sole source basis, Quick-Linc license, maintenance and support services with TELCOR, 7101 A Street Lincoln, NE 68510. TELCOR has a track record of providing high quality support for medical equipment services and maintenance. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1(b)(2) and 13.501-(a)(1) to use simplified procedures for commercial acquisitions. The North American Industry Classification System Code is 541512 and the business size standard is $25.5M annual sales. Only one award will be made as a result of this solicitation. This will be a firm fixed price type contract. Period of performance shall be for twelve months from date of award with four, one year option periods. During the course of the contract, the Contractor shall provide maintenance and other support services including but not limited to: Various Quick-Linc Software Licensees Other related support services This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a capability statement. All information furnished must be in writing and must contain sufficient detail to allow the Clinical Center to determine if it can meet the above unique specifications described herein. The capability statement must be received in the NCO 18 contracting office on or before 11:59 PM EST on Aug 13, 2012. All questions must be submitted in writing and can be emailed to Greg Wilde, Contract Specialist at gregory.wilde@va.gov.
