- This is a Request For Information (RFI) ONLY from Headquarters Air Force Special Operations Command (HQ AFSOC) at Hurlburt Field, FL. THERE IS NO SOLICITATION. Interested firms shall not send proposals in response to this Notice. This notice shall not be construed as a commitment by the Government to issue a solicitation nor does it restrict the Government to a particular acquisition approach. I. Background: The AFSOC Strategic Planning Process (SPP) is designed to develop a capabilities-based, effects-focused plan to inform effective resource allocation and an investment strategy across eight core missions. The Joint Capabilities Integration and Development System (JCIDS) is the framework used to define acquisition requirements and evaluation criteria for future defense programs by focusing the requirements generation process on needed capabilities as requested or defined by one of the US combatant commanders. Within JCIDS, the Capabilities-Based Assessment (CBA) answers key questions for the validation authority in their decision on where to allocate limited resources. The CBA defines the mission; identifies the required capabilities; determines the capability attributes/standards; identifies the capability gaps; assesses the gaps' operational risks; prioritizes the gaps; and assesses potential materiel and non-materiel solutions. A component of the CBA, the Functional Solution Analysis phase produces a list of potential solutions that are defined by the DOTMLPF-P framework. The final analysis reviews the information derived during the CBA and provides AFSOC senior leadership with the pedigree of information and approach or approaches that best address the Command's capability gaps. II. Prioritized Gap List (PGL): The PGL is the product of the CBA and contains the Command's most important capability gaps. The PGL includes description of the gap, background information, major components, and their attendant measures of merit. III. Submission Guidance: A. This RFI initiates a two-step process between the government and interested solution providers. B. Step 1 Providers Submit a Notice of Interest (NOI): The unclassified NOI shall include a brief (limited to 10 pages in PDF format) Vendor Capability Statement to include the following: a. Core Competencies b. Condition statements c. Key Personnel d. Security POC e. Company and Government Entity (CAGE) Code f. Cleared Company Representatives (limit to five personnel) Requiring SIPRnet Access to the PGL: i. First Name ii. Last Name iii. SSAN (Needed to verify security clearances) iv. SIPRnet Email Address v. Telephone Number PRIVACY ACT STATEMENT: This page may contain Privacy Act Information. The Privacy Act, 5 U.S.C. 552a, requires that federal agencies inform individuals, at the time information is solicited from them. Failure to provide PII may limit the efficient performance of ADNI-CIO administrative/management responsibilities. C. Step 2 Government Response to NOI: Following a review of the NOI, the Government may provide access to the PGL via SIPRnet in an email response to the NOI. Discussions with any of the points of contact shall not constitute a commitment by the Government to subsequently fund or award any proposed effort. Only Contracting Officers are legally authorized to commit the Government. D. The Government's method of sending the classified information is via the SIPRnet. If the requestor does not have a SIPRnet account, then the requestor needs to coordinate with the appropriate security office to gain access to SIPRnet. The Defense Industrial Security Clearance Office (DISCO) verifies the eligibility of industry personnel to access classified defense information. DISCO, located in Fort Meade, Maryland, processes requests for industrial personnel security investigations and provides eligibility or clearance determinations for cleared industry personnel under the National Industrial Security Program (NISP). The NISP Operating Manual (NISPOM), DoD 5220.22-M, contains detailed security requirements for U.S. contractors' use in safeguarding classified information. E. NOTICE OF INTEREST (NOI) DUE DATE AND TIME: This RFI will remain open through 12 October 2012, or until amended or superseded. Any submissions after 12 October 12 will be accepted but may not be evaluated until the next planning cycle. The RFI may be reissued and/or amended periodically, as needed. A NOI may be submitted at any time during the open period. Submit notices to AFSOC Solutions Portal@hurlburt.af.mil.
