- This is a combined Synopsis/Solicitation/Notice of Intent for commercial items prepared in accordance with the format of FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are not being requested, and a written solicitation will not be issued for the solicitation number NIAID-NOI-12124, a Notice of Intent. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC2005-60 dated July 26, 2012. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-aside. The associated North American Industry Classification System (NAICS) Code is 334516, which has a size standard of 500. The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure an imaging system on a sole source basis from Carestream Health Inc. The lab requires the imaging system that has the capabilities with capture and analysis software for quantification experiments in one system. The imaging needs to be full field view, high-sensitivity and high intensity image acquisition from basic UV gel documentation to advance imaging and quantitative analysis of luminescent, multiplex fluorescent of radiolabelled samples. Item/Description/Quantity: 1) GEL LOGIC 6000 PRO w/o PC to include Gel Logic 6000 PRO 4.2MP digital CCD camera, cooled to -29C abs, f/0.95 lens, Gel Logic cabinet, Motorized UV-transilluminator sample platform for 3X zoom, 5 LED module (475 nm, 530 nm, 625 nm, 685 nm, 760 nm), 2-5 position filter wheels for 10 total filter positions, 5 WA emission filter included (535 nm, 600 nm, 700 nm, 750 nm, 830 nm), Adjustable intensity trans-white light table, White and black imaging back drops, Elevator mounted epi-white LED lights, 3 user copies of full feature Molecular Imaging software, 1 year warranty, #1016930, qty-1; 2) PC Laptop to work with GL6000, #1669225, qty-1; 3) MI Software 5.X Dept Licenses, #8931032, qty-1; and 4) GL 6000 Pro Annual Premium Service Contract, #1731082, qty-1. The camera sensitivity provides exceptionally crisp, clear images for all modalities. This system includes 5 excitation LED's with NIR (475nm, 530nm, 625nm, 685nm, 760nm) along with a 10 position Emission Filter wheel including( 535nm, 600nm, 700nm, 750nm, 830nm), fixed focus f/0.95 lens with 7 position motorized stage and available optional Radioisotopic Imaging (RaddPad). The instrument offers multiplex analysis software that allows simultaneous image analysis of 4 overlayed images, increasing the amount of data that can be extracted from a single experiment. The optional RaddPad upgrade allows support of radioisotopes; has 10 positions automated emission filter wheel, wave lengths 535nm up to 830nm; the software can run on Windows or Mac; included in software are fluorescent multi-plexing option that allows merge and quantify multiple fluorescent channels. The following factors shall be used to evaluate offers: 1) capability to meet require specifications, 2) price, 3) warranty, and 4) delivery. Delivery shall be 45 days from date of award to Bethesda, Maryland, 20892. The government will award a fixed price purchase order to the responsible contractor. The FOB point shall be Destination. The following Federal Acquisition Regulations provisions and clauses apply to the acquisition: FAR 52.212-1 Instructions to Offerors Commercial Items; FAR 52.212-2 Evaluation Commercial Items; Far 52.212-3 Offeror Representation and Certifications Commercial Items; FAR 52.212-4 Contract Terms and Conditions Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items; and FAR 52.232-33 Payment by Electronic Funds Transfer-Central Contractor Registration (Oct 2003). By submission of an offer, the Offeror acknowledges the requirement that a prospective Awardee shall be registered in the SAM database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
