Description
The NASA/SSC Office of Procurement intends to issue a Request for Proposal (RFP) for the following items to be delivered to the John C. Stennis Space Center, Mississippi (SSC). The work to be performed under this requirement is the supply of 54 each 1/2-Inch Liquid Oxygen (LOX) Ball valves in accordance with (IAW) the following Statement of Work and Data Sheet: Statement of Work for1/2 Ball VALVE Procurement: 1.0 Background: While performing verification and validation testing of a chemical steam generator (CSG) unit at the Stennis Space Center, MS (SSC) E2 test facility, the performance of the 1/2 LOX valves as supplied with the unit have not been able to withstand the operating conditions encountered in both the ambient and cryogenic propellant systems. 2.0 Scope: Provide Liquid Oxygen valves per the attached data sheets for use on Chemical Steam Generators at Stennis Space Center. 3.0 Deliverables: 1/2-inch ball valves and actuators with limit switches per the attached valve sheets for the following propellant systems: a) 54 ea. 1/2 ball valves for use in Liquid oxygen (LOX). Valves shall be cleaned to 1X per SSTD-8070-0089-Fluids. b) The valves will be functioning in a Class I, Div. 2, Group B environment as defined by the National Electric Code, Article 500. c) Delivery schedule shall be 17 Weeks After Receipt of Order (ARO) A3 CSG Remote Operated Liquid Oxygen (LOX) Valve Data Sheet: DESIGNATOR: MV-19BXX21-LO FUNCTION: Isolation/Configuration P&ID Dwg. #: PSK-A3-9101-FAC FLUID: LO OPERATING TEMPERATURE (F): -320 to 120 oF MANUFACTURER: TBV MODEL: 05S 21 FSE 6L36 KT 2AI TYPE: Cryogenic ball, w/extended stem SIZE: 1/2' PRESSURE RATING (PSIG): 720 psi Design, 1080 psi Proof FAILURE MODE: Fail Closed NOMINAL Cv @ 100% OPEN: 12 INLET CONNECTION: 1/2 NPT female OUTLET CONNECTION: 1/2 NPT female LENGTH FACE TO FACE: 3.14 max. ACTUATOR TYPE: Pneumatic, 120 psig supply, double acting, spring-assist close rack-and-pinion. Jamesbury #VPVLSR6BLTC MATERIALS: Body and ball 316 SST, Seat matl. KEL-F, Teflon seals ACCESSORIES: Direct-mounted Asco solenoid valve 4 way, 2 position valve, 24 VDC. SPDT limit switches (open and closed) for Class 1 Div 2 Group B Area. COMMENTS: Positive ball cavity venting; Clean to Level 1XX per SSTD-8070-0089; Pneumatic supply to actuator is clean, dry (-300F dew point temperature) nitrogen; The valve shall be in a Class I, Group B, Division 2 location, as defined in the National Electric Code, Article 500. The government intends to issue subject Request for Proposal (RFP) under Negotiated Acquisition of Commercial Items procedures in accordance with Federal Acquisition Regulation (FAR) Parts 12 and 15 and any resulting award will be made in the form of a Firm Fixed Price (FFP) Contract. It is anticipated that only one award will be made for this requirement. The total estimated period of performance or lead-time for delivery for this project is not to exceed SEVENTEEN (17) weeks after receipt of order (ARO). FOB is destination. The anticipated issue date of subject RFP is on or about August 20, 2012 with an anticipated offer due date ofAugust 28, 2012. It is anticipated that this action will be issued as unrestricted Full and Open competition. The NAICS Code and Size Standard are 332911-Industrial Valve Manufacturing and 500 Employees respectively. All responsible business sources may submit a proposal, which shall be considered by this agency. The evaluation factors for this procurement are in development and will likely include Technical Quality, Delivery Schedule, Past Performance, and Price. The Government reserves the exclusive right to award to other than the low offeror on this 'Best Value' procurement. The solicitation (RFP) and any related documents will only be issued electronically.
