Description
THIS IS A REQUEST FOR INFORMATION AND INTEREST FROM COMMERCIAL VENDORS FOR 20 COMPLETE SOLAR PHOTOVOLTAIC POWER SYSTEMS. Mission and Installation Contracting Command - Fort Carson Contracting Office- Fort Carson, Colorado is conducting market research for the following item. The requirement is for the Contractor to provide power systems for Bat Acoustic Monitoring: Quantity of items: Solar Photovoltaic Power Systems 30 Watt/99 AH/12VDC (complete)20 each Specifications The solar photovoltaic power systems must come complete with all hardware necessary to operate and function correctly, and must be able operate at temperatures and weather conditions found at Colorado Springs, CO and meet the following criteria: Battery 1.Must consist of (1) MK 8G27-DEKA 99 Ah battery or better manufactured specifically for cyclic solar power system applications, 2.Must be housed in an outdoor rated NEMA 4X or better fiberglass enclosure, 3.battery bank must be rated to approximately 16 days autonomy +/- 2 days to 80% DoD, 4.When connected to the system it must have a minimum Array/Load Ratio of 1.34 ALR Photovoltaic (Solar) Array 1.will consist of 1 BP solar module model BP SX330 or equivalent, rated for 30Wp, 2.have a power tolerance of +/-5%, 3.Must be warranted for 25 years System Controller 1.Must be a solid state photovoltaic controller, 2.Must have local charging and Low Voltage Load Disconnect (LVD) indicators, 3.Must have an operating temperature range of -40 C to +85 C ambient Installation package 1.Must be high quality and water resistant, 2.Must be comprehensive for a complete and safe system installation executed to US NEC and IEEE codes, 3.Must have a Installation, Operation and Maintenance Manual, Container/Enclosure 1.Aluminum outdoor enclosure for battery bank and power system electronics, 2.Must be weather and vandal resistant with a locking mechanism, 3.Must be approximately 19.5" x 17.5" (+/- 5") The controller and bat acoustic recording equipment (SM2BAT+ bat acoustic recording equipment not part of this contract) will need to be placed in a weather and vandal resistant aluminum enclosure with a locking mechanism for increased security. The bat acoustic recording equipment will need to be able to receive power from a 12v solar photovoltaic and battery recharging system for long term deployments (up to 6 months of autonomous recording). Additionally the equipment shall be field tested for reliability and emits zero humming sound which could be detrimental to the Bat population. The purpose of this Sources Sought notice is for market research to determine the method of acquisition based on the availability and adequacy of potential sources prior to issuing the solicitation. The Government's determination on how to compete the proposed requirement will be made based on responses to this notice and is at the sole discretion of the Contracting Officer. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. IT IS NOT A REQUEST FOR PROPOSAL, SOLICITATION, OR AN INDICATION THAT THE GOVERNMENT WILL NECESSARILY CONTRACT FOR ARTICLES AS A RESULT OF THE EVALUATION. THE GOVERNMENT WILL NOT PAY FOR INFORMATION RECEIVED IN RESPONSE TO THIS RFI. Responses to this notice should include: 1) A written narrative of contractors' capability/specifications to provide the requested items and ; 2) Company size in relation to the applicable North American Industry Classification System code (NAICS) 334511; 3) Commercial and Government Entity (CAGE) Code; 4) The socioeconomic status of the company, i.e., small business concern, 8(a) business, HUB Zone small business, small disadvantaged business, woman-owned small business, veteran owned small business, or Service disabled veteran owned small business; 5) Point of Contact information to include name, email address, telephone and fax numbers. This information will be used only for market research purposes and will not be used as a part of proposal evaluation later. All information received will be protected and safeguarded as Acquisition/Source Selection Sensitive in accordance with FAR Part 3.104, Procurement Integrity.
