- AMENDED TO ENHANCE LINE ITEM DESCRIPTIONS AND EXTEND RESPONSE DATE FROM AUGUST 13TH TO AUGUST 15,2012 TIME DUE AND LOCATION REMAINS THE SAME. THERE ARE NO OTHER CHANGES TO THIS POSTING. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NICHD-12-063 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-60. The North American Industry Classification (NAICS) Code is 334516 and the business size standard is 500 employees. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intend to procure on a sole source basis with BMG Labtech Inc., 13000 Weston Parkway - Suite 109 - Cary, NC 27513 the following products/components with description: 1. P/N: 0471-101A -PHERAStar FS Basic Plate Reader - QUANTITY (1) EA • Fluorescence Intensity (including FRET) • Enhanced Fluorescence Polarization - lower standard deviations than PHERAstar • Enhanced Luminescence (including BRET)-4x more sensitive than original PHERAstar • AlphaScreen TM high performance laser optional • Best in class Bottom Reading-outstanding resolution using same module as top reads • Simultaneous dual emission capability is standard • 6-3456 well capability with well scanning technology • Rapid transport system provide fastest read times of PMT based microplate readers • High Performance module based optical system with barcode reader • Automatic z-height adjustment wizard with 100 micron resolution. Always insures optimal read height based on microplate type and liquid fill lever • Robotic friendly and fully integrated into most robotic systems • Standard Service Contract for one year including free software upgrades 2. P/N: 1000-501 - Control and Evaluation Software - QUANTITY (1) EA • FDA 21 CFR PART 11 Compliant control software and MARS based evaluation software. Advanced evaluation macros for life science assays, easily exportable data and easy to use straightforward controls 3. P/N: 1000-502 - Onsite Installation and Training - QUANTITY (1) EA • Includes maintenance, tool kits, software CD, manuals and module box 4. P/N: 1000-530 - Standard Incubation - QUANTITY (1) EA • Incubation to 45C built in with special differential heating plates to eliminate condensation when sealers or lids are used. Accuracy is at 0.2C corner to corner within microplate 5. P/N: 1000-560 - Multi-PMT Measurement System- QUANTITY (1) EA. • The PHERAstar microplate readers have four PMTs optimized for different modes. Two PMTs are dedicated to TR-FRET, two for fluorescence, luminescence and fluorescence polarization. PMT's are automatically selected and need no user input or changes to unit configuration 6. P/N: 1000-570 - Simultaneous Dual Emission - QUANTITY (1) EA • The PHERAstar can do simultaneous dual emission in all modes -including high performance luminescence for BRET and in TR-FRET modes, as well as FI modes for FRET based assays 7. P/N: 1100-510 - Reagent Injector Module - QUANTITY (1) EA • Two internal syringe injectors can dispense 5 t0 350 L in 0.167 L increments. Low 0.5ml prime volume. Software allows individually defined volumes for each well 8. P/N: 1400-G2M-AS-680-570 - Optic Module - QUANTITY (1) EA The lab requires an advanced plate reading luminometer/fluorometer(at their Rockville, MD) site to develop novel optical based assays for G-protein coupled receptor function, enzyme function and ion channel trafficking. The unit will also be used for standard assays such as dual luciferase promoter assays. The PHERAstar meets the lab requirements by its unique ability to perform direct optical (i.e., an optical pathway comprised of lens, mirrors and filters rather than optical fibers) simultaneous dual emission measurement with a single piece filter cube comprised of an excitation filter and dichroic mirror: and an emission dichroic mirror with two emission filters. The PHERAstar is able to use the same cube for both top and bottom reading functions with all luminescence and fluorescence modalities available in both configurations. All of the optical components of the filter cube are user modifiable so the custom wavelength requirements can be met by exchanging optical components of the filter cube in the laboratory. The lab also requires customizable control/acquisition software that is scriptable beyond the standard acquisition parameters so that unique, non-standard, experimental protocols can be explored and the PHERAstar meets this requirement. The lab also requires standard plate reader capabilities such as temperature control, two injection ports, shaking, fluorescence polarization capabilities and fine z-axis focusing for both top and bottom reading modes The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of the 41 U.S.C. 253(c) (1), FAR 6.302. This notice of intent is not a request for competitive quotations however, all responses received, within fourteen (14) days from the date of publication of this synopsis will be considered by the Government. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors - Commercial Items; FAR Clause 52.212-2, Evaluation - Commercial Items; FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items - Deviation for Simplified Acquisitions applies to this acquisition. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size.
