- The Center for Disease Control and Prevention (CDC), National Center for Environmental Health (NCEH), Division of Laboratory Science (DLS), intends to award a sole source purchase order to Bruker-Michrom, Inc., 1945 Industrial Dr, Auburn, CA 95603-9589. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 334516, Analytical Laboratory Instrument Manufacturing. The purpose of this acquisition is to purchase four Bruker-Michrom Advance CaptiveSpray Sources. Bruker-Michrom is the only responsible source capable of meeting the Government's requirement because they are the only vendor that can manufacture CapitiveSpray nano-flowrate ion source for mass spectrometry, which does not require the use of an XYZ positioning stage and monitor. The CDC's lab cannot use a source with XYZ positioning and a monitor as we need to run the instrument 24 hours a day (including in the middle of the night), in an unattended fashion. Additionally, Bruker-Michrom Advance CaptiveSpray Source is the only nano-flowrate ion source that does not have the HPLC column fused to the emitter. We cannot use a source with the HPLC column fused to the emitter as this necessitates removal of both the HPLC column and the emitter if a problem arises with only one part, wich can be avodied when using Bruker-Michrom product. Again, Bruker-Michrom CaptiveSpray Source does not use an XYZ positioning stage and monitor for use while at the same time it does not require use of an HPLC column fused to the emitter. Thus, Bruker-Michrom, Inc., the manufacturer of these CaptiveSpray Sources, is the only company that can be used. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to Cambridge Isotope Laboratories. However, firms that believe they can meet these requirements are encouraged to identify themselves and give written notice by providing a capability statement to the Contracting Officer by August 23, 2012. The Contracting Officer will not respond to verbal request. All requests must be in writing. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
