Description
Amendment 1 - Response to Offeror Inquiries Standard Form 30 - Amendment 1 The Social Security Administration (SSA)issued this Request for Proposals (RFP) for the competitive acquisition of software support services for the agency's National Vendor File (NVF). The Agency uses the NVF to support its disability processes and applications by cataloging standardized data about disability providers and other vendors that support the agency. This data includes information for the agency to request medical evidence; schedule medical/vocational exams; and process vendor (provider) payments. A critical feature of NVF is the ability for SSA personnel to search for specific information about disability providers and other vendors. SSA intends to use the open source software packages Solr and Lucene within NVF to support this critical search feature. The Agency requires support under two functional areas to support NVF. First, SSA requires software maintenance to apply patches/bug fixes as discovered by SSA and others in the Solr/Lucene open-source community. Second, the agency requires engineering services to assist in the design and optimization of the NVF search feature. The Agency does not require support on-site, and the Contractor may not have physical access to SSA facilities. We are conducting this competition exclusively amongst small business firms pursuant to the Federal Acquisition Regulation (FAR) Subpart 6.2, Full and Open Competition After Exclusion of Sources, and Subpart 19.5, Set-Asides for Small Businesses. Our intent is to award a single Purchase Order consisting of firm-fixed price elements, spanning over a base year and four one-year option periods. We intend to have a contract in place before the end of the Fiscal Year. The North American Industry Classification System (NAICS) Code is 541511, Custom Computer Programming Services, with a size standard of $25 million. The applicable FAR references governing this acquisition include FAR Part 12, acquisition of commercial items; Part 15, contract by negotiation; Subpart 17.2, options as a special contracting method; and Part 19, small business programs. We issue this solicitation for these services under RFP Number SSA-RFP-12-1048. Interested parties must respond to the RFP in order for the Agency to consider them for any resultant contract. THE AGENCY WILL NOT MAKE HARD COPIES OF THE RFP AVAILABLE. The purpose of Amendment 1 is to respond to Offeror inquiries and extend the due date for responses to August 17, 2012, at 5:00 p.m. Eastern Time.
