- The NAVSUP Fleet Logistics Center Norfolk, Contracting Department, intends to solicit on an other than full and open competition basis a requirement for analyses and specialized Joint Individual Augmentation Sourcing technical support services in support of the Joint Staff DDJ31 Joint Force Coordinator in Norfolk, VA. The procurement is being processed through other than full and open competition pursuant to the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1. The Government intends to solicit and negotiate with Northrop Grumman Space & Mission Systems, a large business. Performance of the required services requires that all contractor personnel possess a current Top Secret (TS) Clearance and the contractor to possess and maintain a Top Secret (TS) facility clearance from the Defense Security Service. The resultant contract will be a twelve-month cost-plus-fixed-fee type contract. The estimated level of effort is 6,006 man-hours. The required services do not meet the FAR definition of commercial item and as such, the government does not intend to use FAR Part 12. This is an interim action and the resultant contract will provide the requiring activity with the necessary services while the contracting office solicits and awards a contract or contracts through competitive procedures. Northrop Grumman Space & Mission Systems is currently providing the required services under task order N00178-04-D-4091-EX01 and is the only known source that can assist in the mission to provide Individual Augmentation support and oversight for current/planned operations and technical and professional software engineering support of the Joint Force Coordinator Risk Assessment tool at Norfolk while simultaneously executing its mission and completing the consolidation of responsibilities and personnel inherited from the disestablished United States Joint Forces Command (USJFCOM). The solicitation will be made available electronically, upon its release, at www.neco.navy.mil. Interested parties are solely responsible for monitoring the above mentioned website for posting of the solicitation and any amendments thereto. Interested persons may identify their interest and capability to respond to this requirement by 23 August 2012. This notice of intent is not a request for proposals. However, the Government will consider information received by 23 August 2012. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based upon responses received is solely within the discretion of the Government. The Government will not pay for information submitted in response to this notice. The NAICS code is 541330 and the small business size standard is $14M.
