Description
Naval Facilities Engineering Command (NAVFAC) Atlantic intends to negotiate a sole-source; firm-fixed price (FFP), commercial item purchase order to develop eProjects course development and online instructor led training via WebEx utilizing the Process Driven Training format and process. The Contractor shall develop course content, maintain and provide instructor led online training for eProjects. Courses and materials to be developed and trained include: (1) eProjects 101: Introduction to/Navigating eProjects (2) eProjects: Project Management/Standard Processes The NAVFAC Atlantic team is the Subject Matter Experts (SMEs) for the topics and will provide guidance on course content. The vendor must provide input to improve the quality, cohesiveness, and delivery of the online instructor led training. This will require expertise in electronic training development and NAVFAC work management systems such as eProjects, eContracts, and Maximo. NAVFAC Atlantic plans to work cooperatively with the contractor to develop a prototype for each online eProjects course. There will be one on-site (NAVFAC Lafayette River Annex) working meeting with the contractor to discuss the content with recommendations on how to develop the training (training development support). There will also be one on-site (LRA) working meeting to review the prototype. Anticipate several meetings/discussions throughout development that can be done through phone/WebEx. The prototype for each class will be deployed via online instructor led training to a pilot audience with the Contractor performing the training. Input from the test class will be incorporated into the final version. NAVFAC Atlantic will need on-going support for course development and instruction for one (1) year. In addition, we will need support to update any information in the training that changes due to policy/procedures for one (1) year. NAVFAC Atlantic will own the product and have the ability to manage (change and update) the training content. Upon completion of course development, it is anticipated that each course will be conducted online two times per week. The number of training classes is 128 and each class shall be four (4) hours in length. The majority of the training will be conducted online using DCO and WebEx. The contractor shall be extremely proficient and comfortable in utilizing these online collaboration tools to conduct training for a global audience. Requests for electronic training materials will be made no less than 14 days before materials are required. Training requests will be submitted a minimum of 30 days prior to the desired training date. Training materials include manuals, FAQs, Macromedia Contribute videos, evaluation forms, examples, screen shots and exercises. Training materials shall be stored and available on NAVFAC shared hard drive space. Contractor will be responsible for publishing electronic materials on the NAVFAC Portal and removing outdated material as needed. Contractor shall possess NAVFAC-specific training knowledge sufficient to provide technical training and development of training curriculum on eProjects work management system. Knowledge of NAVFAC Capital Improvements, Facility Engineering, and Operations programs, policies, and procedures is required. Knowledge of eProjects apps testing and how eProjects data interfaces and relates to other ieFACMAN applications such as eContracts and Maximo 7 is required, along with knowledge of electronic contract requests and NAVFAC Work Induction System. Technical training will consist of administration, business process and any other system specific classes required to accomplish the job duties of the trainees with regard to eProjects. The Contractor shall provide user training for NAVFAC eProjects, including how data interfaces and its functional relationship with other ieFACMAN Work Management System such as eContracts and Maximo 7 as needed. Online training may be recorded for future self-paced training needs. Materials sufficient to support refresher training will be provided by the contractor in the form of FAQs, Cheat Sheets and Quick-Start Guides. All written materials will be maintained by the contractor and published to the NAVFAC portal within 14 days of a request for documentation being made. Materials should be tailored to a level of detail sufficient enough to tailor training to specific roles in the NAVFAC Community of Associates. Training and development will be predominantly conducted using interactive online and remote communication tools, but may be conducted in on-site classroom settings depending on requirements. Course development, planning, and training will be provided onsite in Washington, D.C. (5 trips 1 person 5 days), Norfolk, VA (2 trips 1 person 5 days) and San Diego, CA. (3 trips 1 person 5 days). Travel is subject to change. The development of classes must be complete by 22 October 2012 and training complete by August 2013. NAVFAC Atlantic intends to negotiate solely with Rentfrow Incorporated, 5675 Ralston Street, Suite A, Ventura, CA 93009-7379 under the authority of 10 U.S.C. 2304(c)(1)(B), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Rentfrow, Incorporated is the only responsible source capable of satisfying the agency ™s minimum requirements. This is a follow-on procurement to Contract N00178-06-D-4852 EJP1 which was awarded to Rentfrow, Incorporated. The existing contract requires the contractor to assist in developing and managing various enterprise business systems including eProjects within NAVFAC as well as provide training and training materials. The current contract expires on 19 December 2012 and all tasks must be completed by the contract expiration date. The period of performance for this requirement is one-year after contract award; therefore, cannot be issued against the current contract. Rentfrow possess specialized knowledge of eProjects apps testing and how eProjects data interfaces as it relates to other ieFACMAN applications such as eContracts and Maximo 7. The Company also has specialized experience in Process Driven Training, electronic contract requests and the NAVFAC Work Induction System as well as NAVFAC Capital Improvements, Facility Engineering and Operations programs, policies, and procedures. The learning curve required for a new contractor to develop knowledge of NAVFACs programs, policies, procedures, software applications and develop as well as deliver eProjects course training through the Process Driven Training delivery method would be significant and negatively impact delivery of the requirement. Rentfrow currently delivers Process Driven Training for various ieFacman applications using WebEx with course topics on Maximo 7 and eContracts and has provided similar eProjects Process Driven Training course development and managed apps testing requirements under the existing contract. In addition, Rentfrow possess specialized knowledge of eProjects and apps testing procedures. Rentfrow would provide cohesiveness, quality and delivery of training during specified time period. Course development is required to be complete by 22 October 2012 and training for each course will be conducted online two times per week beginning in November 2012. The number of training classes is 128 and each class will be four hours in length. While this is not a Request for Quote, in accordance with FAR 5.207(c)(15)(ii), all written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the above requirements. The response must be sufficient to permit agency analysis to establish a bonafide capability to meet the requirements. Failure to submit such documentation shall result in the Government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. The North American Industrial Code System (NAICS) code is 541512 with a size standard of $25.5 million in average annual receipts.
