- Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Boulevard, EPS Suite 600, Room 6076, Rockville, MD 20852, UNITED STATES. Description The National Cancer Institute (NCI), Center for Cancer Research (CCR), Radiation Oncology Branch (ROB), plans to procure on a sole source basis with Varian Medical Systems, Inc., 100 Walnut Ave., Suite 201, Clark, New Jersey 07066 for maintenance of government owned Varian ARIA/ECLIPSE Radiation Oncology Information System (OIS)/Treatment Planning System (TPS) Platform. This acquisition will be processed under FAR Part 12 – Acquisition for Commercial Items and will be made pursuant to the authority in FAR 15, Contracting by Negotiation. The North American Industry Classification System Code is 811219 and the business size standard in $19.0M. Award will be made in the aggregate. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be for twelve (12) months with two (2) – twelve (12) month option years. It has been determined that there is no opportunity to acquire green products or services under this procurement. The contractor shall provide all labor, material, equipment, and software support regarding government-owned Varian ARIA/ECLIPSE Radiation Oncology Information System (OIS)/Treatment Planning System (TPS) Platform. The contractor shall provide: 1) one (1) preventive maintenance inspections during the contract period; 2) emergency on-site services during the term of this contract; 3) software updates; 4) software support in accordance with the manufacturer’s latest established service procedures to include telephone access to technical support for use of program software; and 5) software training; 6) hardware replacement for mission critical components of the OIS, TPS and 4-Dimenstional Independent Treatment Consoles (4DITC). Personnel shall have a minimum of two years factory training and experience in servicing the type of equipment and software covered by this contract. The Radiation Oncology Branch of the CCR treats cancer patients with radiation according to approved clinical protocols. The Varian ARIA system is a sophisticated, interconnected software suite that provides for radiation treatment planning, treatment delivery, image acquisition and storage, and record-and-verify capability. Patient data is maintained within a SQL compliant database. The software and its components are proprietary in nature. Only the original manufacturer (Varian) has access to the code and only Varian support and service personnel are properly trained. Varian Medical Systems is the only recognized service provider for this software. Additionally, the customer service and support personnel are directly supported by the OEM vendor and have the ability to quickly resolve clinical issues in a timely fashion, so as to minimize any adverse treatment. Therefore, Varian, Inc. is uniquely qualified to provide maintenance on the aforementioned equipment. This is not a solicitation for competitive proposals. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on August 23, 2012. No electronic capability statements will be accepted (i.e. email or fax). An original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA) through SAM.gov.
