- Description
- This notice is for Solicitation No. VA-243-12-B-1773 - Project No. 561-10-139, Replace Boiler Plant Storage 385 Tremont Avenue East Orange, NJ 07018-1023. This project shall be a Service Disabled Veteran Owned Small Business Set-Aside (SDVOSB). As a result, all SDVOSB's may submit a bid, which will be considered by the agency. This project is classified under NAICS Code 236220, and has a size standard of $33.5 Million. The cost estimate range for this project is $500,000.00 to $1,000,000.00. GENERAL CONSTRUCTION: Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, and furnish labor and materials and perform work for Replace Boiler Plant Storage, as required by the contract drawings and Specifications. Prior to Demo: The work will include two (2) 6000 gallon capacity double walled standby fuel oil storage tanks for the duration of the project - five months: fenced, filled and leveled, with access stairs - Southwest of the Boiler Plant. Interconnect the existing fuel piping to the existing boilers. Transfer the fuel oil from the existing tanks. After the Stand by System is built: Remove the six (6) 25,000 gallon existing single walled steel tanks which are located within a below grade concrete vault located in the exterior area on the northwestern side of the boiler house, and install an underground storage tank (UST) system comprising of four (4) new 20,000 gallon fiberglass fuel oil storage tanks. Disconnect all utilities. All work inside the concrete vault is confined space entry, until the top slab is removed. Pump out the residual product from the existing tanks. Remove the asphalt and concrete roof slab, to expose the existing tanks. The sidewalls and bottom slab of the concrete vault to remain. Clean out, remove, and dispose of the existing tanks off-site. Demolish the vertical steel support beams, columns, column foundations, and tank saddles before the USTs are installed. For the new tanks include: Install precast concrete dead-men and backfill the vault with clean stone to form the bedding for the new tanks as specified by the tank manufacturer. Install a 2" diameter Oil Petroleum Water OPW/APT double wall pipe within 4" duct and provide the tank monitoring probes and sensors as specified and approved by the Resident Engineer. Terminate tanks and probe wiring in the existing incon console located within the boiler house. Dismantle the stand-by arrangements once the new UST system is fully commissioned and restore the asphalt driveways and curbing. Train the operating personnel. All other details and information shall be contained in the solicitation which shall be posted on www.fbo.gov. The solicitation will be released on or around August 06, 2012. The bid submittal address, date and time will be included in the solicitation. This project requires bonding and all bid submissions shall be in hardcopies; faxed or e-mailed bids will not be accepted. All bidders shall be registered in www.ccr.gov, www.vip.vetbiz.gov, and www.orca.bpn.gov. End of Description
