- This contract requires contractors to follow Common Stand Exam (CSE) protocols to collect forest data to calibrate LiDAR (Light Detection and Ranging) data collected on the Nez Perce Clearwater National Forests during the fall of 2011 and summer of 2012. The CSE data shall meet the basic requirements for a CSE intensive exam as defined in the Region 1 Common Stand Exam field Guide V1.8 unless additional requirements are outlined within the specifications. Contractors shall be required to collect the CSE data electronically. Completed files will be delivered to the US Forest Service in a format compatible with uploading into the FSVEG database. Plot centers for each exam shall be located and monumented by the Government prior to the commencement of work on this contract. Contractors must navigate to these specific plot centers for data collection; no substitutions will be prohibited. GPS coordinates shall be supplied for each plot center in the solicitation package. Stand exams shall be performed within three or four project areas located on the Powell Ranger District (in the vicinity of Lolo Pass), Moose Creek Ranger District (in the vicinity of Lowell, ID) Salmon River Ranger District (in the vicinity of Grangeville, ID) and Palouse Ranger District (in the vicinity of Potlatch, ID); approximately 50-60 plots shall be performed within each project area. Final determination on whether data shall be collected from three or four project areas is pending. It is anticipated that the plot centers shall be located and monumented by the Government during the fall of 2012 to enable performance of stand exams to occur in the 2013 field season; however, stand exam work could commence as soon as plot centers are monumented so long as conditions are acceptable. The Request for Quotations will be issued during the week of August 12th using commercial item procedures. The acquisition has been set-aside for small businesses. All responsible sources, eligible to compete as small businesses, may submit a quotations which shall be considered by the agency.
