- The Department of Veterans Affairs, Rocky Mountain Network Contracting (RMNC), 4100 East Mississippi Ave, Ste 900, Glendale, CO 80246 intends to negotiate a sole source procurement pursuant to Public Law 109-461, a.k.a. Veterans First Act, with GCS LLC, 2526 Patterson Rd., Grand Junction, CO 81505 for includes all the work necessary to remove the asbestos tempered glazing caulking and lead painted window frames at Building 9 located at the Grand Junction, CO VA Medical Center (GJ VAMC). At least three (3) air monitoring tests must be conducted and a disposal manifest(s) of all hazardous materials shall be submitted. All components of eight (8) steel framed, asbestos caulked, lead painted windows at building 9 at GJ VAMC will be removed, and the window openings for new aluminum framed, glass windows will be prepared. At the conclusion of that preparation eight aluminum replacement windows will then be installed. In addition, all the necessary repairs to exterior of EFIS building will be conducted, including applying the surface finish and the interior portion of the painted building surface. The NAICS Code 562910 applies to this procurement. The VA has the unique statutory authority to sole source to SDVOSB's per VAAR 819.7007, and under statute 38 U.S.C. § 8127(c) and Public Law 109-461. According to the above referenced laws, contracting officers may use other than competitive procedures (including sole source awards) for contracts to SDVOSBs and VOSBs where the anticipated award price will exceed the Simplified Acquisition Procedures threshold but not to exceed $5,000,000 (including options). Each related award must be made to a responsible SDVOSB or VOSB at a fair and reasonable price as determined by the contracting officer. GCS has a history of producing proposals and completing construction projects at or below the IGCE, as well as providing the VA with superior quality. No solicitation document is available and telephone requests will not be honored. This notice of intent is not a request for competitive quotes.
