Description
NASA/JSC has a requirement for the maintenance and calibration services of the Agilent Inductively Coupled Plasma Mass Spectrometer. NASA/JSC intends to purchase the items from Agilent Technologies. Agilent Technologies will provide three years of hardware maintenance, calibration, and consultation directly to the Johnson Space Center Water Analysis Laboratory. Due to the highly customized and specialized nature of the laboratory instrumentation, only a representative from Agilent can perform this maintenance. Agilent Technologies is specially qualified to perform this work through their experience in designing, fabricating, and delivering the ICP-MS to the Water Analysis Laboratory. This instrument has highly customized Agilent-produced software and hardware and as a result is not compatible with comparable instruments from other companies. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing via email to Latoy.j.jones@nasa.gov not later than 4:30 p.m. local time on August 20, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
