CLINs DLA Strategic Materials Certification Requirements for Unfinished Germanium Wafers Suitable for NSS Certified Solar Cells National Defense Stockpile Purchase Specification Solicitation (SF 1449) pgs 1-5 Government-Furnished Germanium Selected for Upgrade Evaluation Factors Material Safety Data Sheet This attachment contains the SOW and clauses COMBINED SYNOPSIS/SOLICITATION Defense Logistics Agency Strategic Materials, intends to solicit for 100,000 geranium wafers for National Security Space (NSS) applications. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a Request for Proposal (RFP) and the solicitation number is SP8000-12-R-0007. All offerors must be registered with the Central Contractor Registration (CCR) to be considered for award. The web site for registration is www.ccr.gov. This notice incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-60 effective 26 July 2012 and Defense Federal Acquisition Regulation Supplement (DFARS) DPN 20120724 edition, effective 24 July 2012, and Defense Logistics Acquisition Directive (DLAD) Current to Revision 5 and PROCLTR 2012-43. The complete text of any of the clauses and provisions may be accessed in full text at http://farsite.hill.af.mil. The RFP is being issued to establish one or more firm fixed price contracts to provide 100,000 unfinished germanium epitaxial ready (epi-ready wafers) for use as substrates for photovoltaic solar cells used in National Security Space (NSS) applications. The wafers must be produced from Government-furnished germanium metal in the National Defense Stockpile. This solicitation is UNRESTRICTED. The North American Industry Classification System (NAICS) code for the requirement is 334413 and the business size standard is 500 employees. The Period of Performance is one base period for production and storage of the germanium wafers and four one-year option periods for storage. Additionally, during the option periods, the Government may determine a need to rotate a portion of the wafers. The base period and options periods will be as specified below. Period of Performance: Base Year: October 1, 2012 through September 30, 2013 Option Year One: October 1, 2013 through September 30, 2014 Option Year Two: October 1, 2014 through September 30, 2015 Option Year Three: October 1, 2015 through September 30, 2016 Option Year Four: October 1, 2016 through September 30, 2017 For additional information, refer to the Schedule of Supplies/Services in ATTACHMENT A (PRODUCTS AND SERVICES). Delivery, Acceptance, and FOB point: Contractor's Facility Provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. Provision at 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. SEE ATTACHMENT B. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items and its Alternate I, with its offer. An Offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically via https://www.acquisition.gov (ORCA). If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (c) through (o) of this provision. FAR Clause 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. FAR Clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition.
