- NOTICE OF INTENT TO CONTRACT WITH A SINGLE SOURCE: The Federal Aviation Administration (FAA), NAS, Automation and Communication Product Division, AML-8000, proposes to award by single source acquisition, follow on repair services to the current Standard Terminal Automation Replacement System (STARS) and consolidate with current surveillance radar repair requirements. The FAA, Mike Monroney Aeronautical Center, intends to award a single source contract to Raytheon Network Centric Systems (NCS), 1001 Boston Post Road E., Marlborough, MA 10752. This procurement meets the NAS, Automation and Communication Product Division (AML-8000) requirement to continue repair services for the Standard Terminal Automation Replacement System (STARS). This procurement will also serve to include and consolidate ongoing repair services for the following surveillance radar repair programs which are all currently single source awarded to Raytheon NCS: - Monopulse Secondary Surveillance RADAR (MSSR)/ Air Traffic Control Beacon Interrogator (ATCBI-6) currently on contract DTFAAC-11-D-00077 - Precision Runway Monitor (PRM) Repair and Engineering Support Services currently on contract DTFAAC-11-D-00064 - Digital Airport Surveillance Radar System (ASR-11) currently on contract DTFAAC-10-D-00027 In accordance with the FAA Acquisition Management System, AMS 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's decision to contract with a selected source via single source procedures when in FAA's best interest. This procurement is considered to be single-sourced based on Proprietary Rights and Proprietary Information Agreements (PIAs) for diagnostic system software, not currently available for sale, with the Original Equipment Manufacturer (OEM). This results in the vendor, Raytheon NCS, being the only source available to satisfy the FAA's requirement. This announcement is for informational purposes only and not a Solicitation/Request for Proposal. This requirement will be awarded to Raytheon NCS and is not available for full and open competition.
