- Wage Determination Addendum B Addendum A Bid Schedule Performance Work Statement Combined Synopsis/ Solicitation 1. Sources are sought to perform substation maintenance for the Electronic Systems Center, 66th Air Base Group, Hanscom AFB, Massachusetts. This requirement serves Hanscom AFB, MA consisting with approximating 200 facilities over 876 acres. Any resultant solicitation may include the following functions to be performed, subject to change depending on varying mission requirements: a. Routinely inspect and test various electrical substation components including: Switchgear, Transformers, Circuit Breakers, Feeders, Switches, and Metering Systems. b. Expediently diagnose problems if and when the substation goes offline and take corrective actions. c. Work with the service provider, NSTAR, to ensure the base keeps its power system operational. d. Perform various minor construction tasks if and when the substation needs to be changed. e. Must have licensed electricians with proper PPE that are capable of working with high voltage equipment. 2. The duration of this contract including all options is anticipated to be 3 years. 3. The Government does not intend to award this contract on the basis of this notification or otherwise pay for any information related to this notice. This synopsis does not constitute a request for proposal, and is not considered to be a commitment by the Government. 4. Respondents capable of satisfying the requirements stated herein should send an electronic copy of their response within 30 days of this publication to Jason Rapaglia, Jason.rapaglia@hanscom.af.mil Contract Specialist, ESC/PKOB, 16 Eglin St., Hanscom, MA 01731-2107. Responses should include a narrative identifying the scope of past and current services contracted for within the past (3) years, describe capabilities to perform the services described in the synopsis, and include references for each contract. Respondents should ensure their responses are complete and sufficiently detailed to allow the Government to determine their qualifications and capabilities to perform the assigned work. 5. Contractors must identify their business type [i.e. SDB, (8a), woman owned, service disabled vet-owned, hubzone, small or large.] The responses will serve as a basis for the Government's decision to establish the requirement as an 8 (a), small business set-aside, small business size standard $32.5M, or full and open competition.
