Description
This sources sought notice is intended for market research purposes only. This is NOT a Request for Proposal (RFP), or any type of solicitation for competition, and this sources sought notice does not commit the Government to solicit or award anything now or in the future. There is not a finalized definitive requirement available at this time, this is only a potential upcoming requirement, and industry sources are being sought to respond to this notice with the information requested below. The purpose of this notice is to conduct market research to identify qualified and interested sources that could provide the supplies as stated. The U.S. Department of State is in search of potential sources to field a Turn-Key Mobile Ship Simulator Training Platform (SSTP) in support of training to be conducted in a designated country in Africa. Questions regarding this specification should be directed to: Ship Simulator Training Platform (SSTP) Overview: The SSTP is a modular platform that is designed to emulate the exterior and interior of a large commercial vessel. It must have two deck levels and two upper levels. The SSTP must be configured to allow vertical and lateral movements and replicate the Bridge, Engine, Aft Steering, Berthing, and Galley compartments. On simulated aft end multiple repelling stations are required and on the simulated bow a simunition rage with manually operated pop up targets. The platform must be designed so that the Instructors utilizing the platform can replicate multiple scenarios such as vessel boarding search and seizure and maritime interdictions to train as well as evaluate the students' capabilities. At a minimum the platform must include "T," "Four way," and 90 degree hallways, close quarter berthing, large open interior and redundant staterooms, hidden compartments that can accommodate weapons and possible stowaways. It must also have multiple internal and external maritime deck and bulkhead hatches, and ladder ways that the students must traverse, outside as well as inside stair ways, and railings. There should be various types of hatches, scuttles and watertight fittings. One should be able to look through to the lower levels of the exterior ladder platforms. Safety is of importance, with that said fire extinguishers, red and white lighting, and adequate ventilation for hot and humid climates, and a non-slip surface shall be incorporated in to the design of the platform. The SSTP should be capable of being moved and reconfigured if necessary. Engine compartment must have simulated engines, aft steering should simulate an actual aft steering compartment and the bridge simulate a bridge with entrance from port, starboard hatches and an interior door. The interior of the SSTP should simulate the inner workings of a large vessel to include piping and knee knocker hatches. The Ship Simulator Training Platform (SSTP) shall be constructed on site in the foreign country designated. Industry must be able to provide the shipment, labor and travel to the designated foreign country in Africa to construct the SSTP on site. If your firm is interested in this U.S. Department of State opportunity, we request that your firm respond to this notice with the following information: 1. Past Performance references along with brief descriptions of the respective product manufactured; 4. Any certifications, special licensing or industry recognized awards or credentials your firm may hold regarding the manufacturing of the mask identified in your firm's response; any other information you would like to share about your firm; 5. Please provide details of your firm's manufacturing approach, methods, standards, management, quality/inspection along with other related information; 6. Include detailed information of all specifications of the SSTP in relation to the above overview and in general, as well as your firm's ability to meet the shipping, labor, travel and other stated requirements; provide a time table for performing work; include pictures if possible. ***All questions can be submitted to Anil Nayak (703-875-6843)/NayakAN@state.gov.*** Please address each of the 6 items above to the best of your firm's ability, given time and resources, within a 30 page limit. There will be NO compensation for responses to this sources sought notice. All participation is purely voluntary and shall incur no costs to the Government.
