Description
The Department of Commerce National Oceanic and Atmospheric Administration (NOAA)/Mission Support Division, Norfolk, VA is issuing notice of intent to negotiate a sole source procurement with the University of Florida for a research assistant with specialized experience in clinical pathology of aquatic species. The purchase order shall be for one year with two (2) one year option periods. The required period of performance is September 1, 2012 through August 31, 2015. The statutory authority is 41 US 253(c)(1), Only One Responsible Source. The government intends to award a firm-fixed price purchase order for this requirement. This procurement will allow for a research assistant to work with NOAA veterinarian, Dr. Brian Stacy at the University of Florida to help accomplish NOAA's mission to conserve and manage coastal and marine resources. Dr. Stacy is the lead veterinary and evidence custodian for sea turtle samples related to the ongoing Natural Resource Damage Assessment (NRDA) related to the Deepwater Horizon (DWH) oil spill, and will serve as the lead evidence custodian for any forthcoming litigation against the responsible party related to sea turtles and the oil spill. In addition, Dr. Stacy is also responsible for the necropsy of carcasses, collecting and tacking biological samples, and all medical and necropsy records from over one thousand sea turtles documented under the BP Deepwater Horizon oil spill response, and all new dead stranded sea turtles that are collected in the Northern Gulf of Mexico. This procurement will allow for NOAA to continue to conserve and manage our marine resources by procuring a research assistant to work with NOAA's lead sea turtle veterinarian on the investigation of sea turtle mortalities in the Gulf of Mexico both related to the DWH NRDA investigation and other causes of mortality. Without a research assistant, Dr. Stacy would not be able to accomplish all the goals and requirements of his program. This procurement will benefit the public by ensuring that the NRDA investigation related DWH is effective and that NOAA continues to investigate mortality sources of endangered and threatened sea turtles. Additionally, the information gathered and quantified by Dr. Stacy and his research assistant will assist and inform NMFS management efforts for endangered and threatened sea turtles and will be critical to informing the public, Congress, and the media about the likely cause(s) of this unprecedented mortality. The University of Florida is the only organization capable of providing a research assistant to work in Dr. Stacy's lab at the University of Florida. The research assistant must be able to have access to University of Florida property and lab space, therefore they must be an employee or direct contractor of University of Florida. Dr. Brian Stacy works for NOAA's Office of Protected Resources through an Interagency Personnel Agreement (IPA) with the University of Florida. Through his IPA, he works 100% on NOAA issues, but he is a University of Florida employee, and his lab, which houses all of NOAA's sea turtle evidence related to the DWH oil spill, is located at the University of Florida. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302(c)(1). The applicable NAICS code is 611310. Interested parties may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Responses shall be submitted by 11:00 a.m. Eastern Standard Time, August 23, 2012. This notice of intent is not a request for competitive proposals.
