- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This is a Small Business set-aside. The solicitation number is RFQ2647525 and is being issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-60. The National Institute on Drug Abuse (NIDA), Station Support/Simplified Acquisitions (SS/SA) Branch has a requirement on behalf of the National Institute of Neurological Disorder and Stroke (NINDS) to procure an image-based analysis and advanced data reporting for cell-based assays (CBA) at the Neurogenetics Branch at NINDS for use with cell viability determination and cell based assays. Product Specifications: Product shall fulfill the criteria in Product Specifications stated in this synopsis. The image-based CBA system shall require only 20 microliters of sample able to be analyzed in 30-120 seconds. The instrument shall come with two (2) fluorescence optical modules, offering a user-changeable feature of adding more modules, enabling detection from UV to far-red light. System shall include analysis software and be capable of graphing data for cell-based assays. Contamination between samples needs a way of being prevented. Product shall be free of requirement for routine maintenance, and installation and training shall be provided. The image-based analysis and advanced data reporting system will have the ability to check the cell morphology and to confirm the number of cells; something a flow-based system is unable to do. Product functionality shall include ability to archive and export for publication image and data reports. System will also include appropriate software license, laptop PC, USB cable, power supply, slides, and 12 month warranty. Evaluation Factors: Offerors will be evaluated on their ability to meet required technical specifications as described in this announcement. Offers will also be evaluated on best value in relation to price. Quotations are to be sent electronically to hunter.tjugum@nih.gov prior to the response date in this announcement. Delivery requirements include shipping completed system, FOB Destination, to the NIH Campus in Bethesda, MD. Deliveries must be made not later than 4 weeks after receipt of order. The following FAR provisions shall apply to this solicitation: 52.212-1, Instructions to Offerors--Commercial Items, 52.212-2, Evaluation--Commercial Items. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. The Clause at 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition and the Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items applies to this acquisition.
