- The NAVSUP Fleet Logistics Center Norfolk, Contracting Philadelphia Office intends to acquire through full and open competition Training and Education, Engineering, and Technical and Management support services for the Royal Saudi Naval Forces (RSNF). The contractor shall provide training and education, engineering, technical and management support services associated with RSNF and Navy International Programs Office (NIPO) requirements in the Continental United States (CONUS) and Saudi Arabia (In-Kingdom), including Training and Education; Program and Financial Management; Plans and Programs; Command, Control, Communications, Computers, and Intelligence (C4I); Naval Operations; Manpower and Personnel Management; Technical Support; Logistics and Supply; English Language Training (ELT); and Special Studies. It is intended to solicit and award a Cost Plus Fixed Fee type contract with a Base Period commencing on 1 August 2013 and ending on 31 July 2014. The resultant contract will include provision for two one-year options periods. The estimated level of effort for the base year of the contract is 23,612 hours. The total estimated level of effort over the potential life of the contract is 70,836 hours. Based upon market research, the Government is not using the policies contained in FAR Part 12, Acquisition of Commercial Items. However, interested parties may identify to the Contracting Officer their interest and capability to satisfy the Government ™s requirement with a Commercial item. The RFP will require the submission of technical as well as cost/price proposals. The RFP may consider evaluation factors such as the offeror ™s performance/management approach, corporate experience, past performance and social economic plan. The North American Industry Classification (NAICS) code is 541990 with a size standard of $14M. Interested parties should refer to solicitation N00189-12-R-Z111. The RFP will be made electronically upon its release on https://www.neco.navy.mil. Paper copies, faxed copies, or e-mail copies of the solicitation will not be provided. Interested parties are solely responsible for monitoring the above website for posting of the RFP and any amendments thereto. The Government will not pay for information received.
