Description
This is a combined synopsis/solicitation for Commercial Items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information contained in this notice. This announcement constitutes the only solicitation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-06. The NAICS Code is 511210. It is the intent of the Center for Information Technology (CIT), National Institutes of Health (NIH), to negotiate on a sole source basis with Thursby. The various directives mandate that all Government systems must be enabled to use PIV credentials in accordance with NIST guidelines which require two factor authentication for network access across the department. Additionally, NIH Policy Manual 2811 requires that NIH desktops and laptops to be equipped with a smart card reader and smart card software. Smart card authentication is accomplished through the use of public key infrastructure (PKI) digital certificates located on the smart card. Thursby software provides the software needed to fulfill this function. In order to be compliant with the enactment of Homeland Security Presidential Directive 12, the Health and Human Services directive from Office of the Chief Information Officer OCIOO, the NIH Policy 2811 on Smart Card Authentication and various National Institutes of Standards and Technology NIST publications and guidelines, HHS requires the use of Thursby software for the Mac books deployed within the department. Over the last year, Institutes and Centers within the National Institutes of Health have researched and tested various software to fulfill this directive for Mac systems within the environment including the Office of the Director, (OD) and the Center for Information Technology, (CIT). The software tested included Centrify, Quest, and Thursby. Tests concluded that Thursby best suited the environment and the most optimal software for Mac systems. The following clauses and provisions apply to this acquisition and may be obtained from the web site http://rcb.cancer.gov/rcb-internet/SAP/sap.htm: FAR 52.212-1, Instructions to Offerors; 52.212-3, Offeror's Representations and Certifications; 52.212-4, Contract Terms and Conditions, and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes. This is not a Request for Quotation (RFQ), nor is an RFQ available. However, all responsible and responsive sources may submit a proposal, which will be considered. Firms interested in responding to this notice must be able to provide a product that can perform the requirements described above. Responses should demonstrate the firm's ability to meet the Government's requirements. Responses are required within seven (7) calendar days from the publication date of this notice. This requirement is being processed for CIT by the National Library of Medicine (NLM). NLM synopsis No. 12-466/CYC shall be noted on all correspondence to this announcement.
