Description
This procurement is not governed by the Federal Acquisition Regulations (FAR) rather in accordance with the applicable parts of the Department of Defense Grant and Agreement Regulations (DoDGARS) 3210.6-R for Institutions for higher education and Non-Profit Organization. This synopsis issues a DRAFT Solicitation W911SR-12-R-0010 for Industry comments. This draft solicitation is for a full and open competition to support the US Army Contracting Command-Aberdeen Proving Ground (ACC-APG) on behalf of the Edgewood Chemical Biological Center (ECBC) to solicit, negotiate, and enter into a single source agreement with a 501(c) 3 Consortium comprised of Minority Serving Institutions (MSIs), create defense related Science, Technology, Engineering and Mathematics (STEM) research opportunities for participating institutions and their students. The information contained in this notice is based on the best and most current information available to date, is subject to change, and is not binding on the Government. Any significant changes will be provided by subsequent synopsis, if required. The Government is seeking the availability of potential sources capable of establishing and managing a 501(c)3 compliant consortium. The Government has a need to team with a consortium of minority serving institutions engaged in science, technology, engineering and mathematics (STEM) technologies through establishment of a Cooperative Agreement with the consortium in accordance with 10 USC 2358, 10 USC 2371 and 10 USC 2362. The Government's primary objective is to collaborate with the consortium through the proposed agreements to perform coordinated research and development STEM based programs designed to support and stimulate basic, applied and advanced research and technology development at minority serving educational institutions (Historically Black Colleges and Universities, Hispanic Serving Institutions, Tribal Colleges and Universities and Other Minority Serving Institutions). The consortium will have broad and open membership compliant with Section 252 of the FY10 National Defense Authorization Act codified in 10 USC 2362, "Research and Education Programs and Activities: historically black colleges and universities and minority serving institutions of higher education," to: * Enhance the research and educational capabilities of such institutions in areas of importance to national defense, as determined by the Secretary; * Encourage the participation of such institutions in the research, development, testing, and evaluation (RDT&E) programs and activities of the Department of Defense; * Increase the number of graduates from such institutions engaged in disciplines important to the national security functions of the Department of Defense, as determined by the Secretary, and * Encourage research and educational collaborations between such institutions and other institutions of higher education, Government defense organizations, and the defense industry. This draft solicitation is comprised of attachments. Industry comments and questions (provided in writing) are requested by 2:00 PM Eastern Daylight Savings Time (EDST) on September 10th, 2012 so that they may be evaluated and incorporated, as necessary, into the final solicitation. All comments and questions regarding this announcement must be submitted electronically (via email) for consideration only to: rose.a.edmonds.civ@mail.mil. Telephone requests will not be accepted. Comments should include the point of contact's name, company name and address, phone number, fax number, and email address. Offerors are not limited to one email submission; however all email comments must be received by the requested due date. Virus free email attachments will also be accepted. A summary of the disposition of significant comments will be included with the final request for proposal. All comments received will be available at the end of the comment period and posted under a modification to this synopsis. Submitted comments will be taken into consideration before issuance of the official solicitation. All responsible/interested sources shall submit their qualifications and capabilities no later than 10 September 2012, 2:00 PM Eastern Daylight Savings Time (EDST). Qualification and capabilities package shall contain the following: 1. Documentation that demonstrates knowledge of establishing a 501(3) c consortium; 2. Information describing at least 3 established and successfully managed Consortia consisting of 20 or more members to include duration and contact information for the customer (Government or Private Industry) for verification; 3. Description of the method used for funding management expenses for the consortium and its effectiveness; 4. Description of the type of arrangement (Contract, Grant, Cooperative Agreement, etc.); 5. Examples of and description of the level of knowledge working with projects governed by the Department of Defense Grant and Agreement Regulations (DoDGARS); and 6. Briefly describe membership structure, organization, and management in sufficient detail to allow assessment of management style.
