- The Department of Veterans Affairs, Veterans Integrated Service Network (VISN 8), James A. Haley Veterans Hospital, Tampa, FL is currently seeking any company that can provide the following service: DEVELOPMENT AND IMPLEMENTATION OF COMMUNITY INTEGRATION SPECIALIST WEB-BASED TRAINING. The intent of this requirement is for the National Center on Homelessness among Veterans (the Center) to support the educational and training needs of VA staff hired as Community Integration Specialists (CISs). The requirement includes professional services provided by subject matter experts (SMEs) in support of planning, creating, and executing learning management, customized subject matter-specific training delivered via a 40-hour educational web-based training course. This includes the development, revision as necessary with comments and consult, construction through web-based formatting, implementation, monitoring, and evaluation of the training, as well as all administrative tasks and preparation needed to conduct the training, including course material preparation. The requirement also includes professional services for the subject matter experts to evaluate the training participants upon completion of the training, and create a Certificate of Completion for the training participants. Note that the Certificate of Completion must come from a university, university program, or other established learning program accredited by a professional affiliation that is highly recognized in the field. The purpose of this requirement is to assist and guide VHA Homeless Programs in developing the skills, abilities, and knowledge of those hired as peer-to-peer counselors performing community integration services for Veterans enrolled in Departments of Housing and Urban Development - Veterans Affairs (HUD-VASH) programs nationally. The Contractor shall perform the work at the contractor's facilities and on-site at the homeless programs or the Center. Government furnished workspace will not be provided for this effort. The contractor may be required to attend scheduled meetings and planning sessions at the Center's offices in Philadelphia and Tampa and may be asked to attend planning meetings located in Washington, DC. Specific tasks include the following: "Design Curriculum -develop and design the CIS training with information gained through reviewing the literature on peer-to-peer counseling, assessing current evidence-based practices, conducting focus groups with subject matter experts and consumers, and interviewing peer-to-peer specialists and HUD-VASH line and management staff. "Design of Web Platform - develop and format the CIS curriculum. The training platform will be easily accessible though non-VA information systems, end-user friendly, and accommodate the education and functional level of participants which could include those with no post secondary education. "Implementation - implement training and host all online functions through the contractor's own operated and maintained systems. The contractor will provide expert assistance in the form of evaluating the implementation steps of the training and recommending revisions to ensure product is of the highest quality and appropriate for participants. "Monitoring and Evaluation - develop monitoring and evaluations systems to ensure training is accessible, functional, and accomplishing educational objectives of the curriculum. The monitor and evaluations system will include collection of utilization data, outcomes, and success rates. The contractor must have the following special knowledge requirements: "knowledge of mental health treatment theories and principles, peer-to-peer counseling program designs and theories, as well as broad and specific knowledge of homeless populations, including homeless Veteran populations. "understand the VA administrative structure and the organizational lines of VHA Homeless Programs. "familiar with VA's homeless program model designs, including various program criteria, participant demographics, and scope. "knowledge and assumed ability to develop training and educational curriculum and ability to translate learning objectives to web-based platforms. The applicable NAICS for this item is 611430.
