Description
This is a combined synopsis/solicitation for Commercial Items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information contained in this notice. This announcement constitutes the only solicitation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-06. The NAICS Code is 511210. It is the intent of the Center for Information Technology (CIT), National Institutes of Health (NIH), to negotiate on a sole source basis with Wolfram Research, Inc, 100 Trade Center Drive, Champaign, IL 61820-7237 to acquire a renewal subscription to its Wolfram Mathematica ® software. First released in 1988, Mathematica has evolved as a standard tool in many businesses, universities, and Government agencies in computer science and software development, being able to seamlessly integrate a numeric and symbolic computational engine, graphics system, programming language, documentation system, and advanced connectivity to other applications; which, in combination, offers a unique capability for addressing technical issues in biomedical science that cannot be obtained from any other brand name software application. Mathematica contains three unique environmnets to achieve this unique functionality: computational, language, and a knowlegebase. The product has been in use at NIH prior to 2003. Mathematica® is used by approximately 40 NIH ongoing, high-priority biomedical research projects. Mathemtica® presents a unique product that can be used by various scientific and non- scientific environments via the thousands of built-in functions for computation, modeling, visualization, development, and deployment. Wolfram's Function Library currently contains over 307,000 formulas and over 10,750 visualizations. Some of the function categories include elemetnary functions, constants, Bessel-Type functions, polynomials, Hypergeometric, elliptic integrals, elliptic functions, zeta functions & polylogarithms, Mathieu & Speheriodal functions, complex components, number theory functions and generalized functions. Some examples of current uses of Mathematica® include: Determining the dynamic properties of cells and enzymes, and other applications in cellular and molecular biology; Bacterial colony counting, computer-aided cell analysis, estimation of infected leaf area and chlorophyll, and other applications using built-in image processing techniques; Real-time agent-based simulation and modeling of ecosystems; Design and analysis of clinical trials; Genomics, population genetics, and statistical genetics in populations to link a variation in genotype with a variation in phenotype. Wolfram Mathematica® includes access to a unique documentation center. This center provides highly valuable resources in core languate; mathematics and algorithms; visualization and graphics; data maniupulation; computable data; dynamic interactivity; notebooks and documents (program-constructible sympolic documents with uniquiely flexible formatting); and systems interfaces and development. Also contained are built-in genomic, proteomic, and chemical data, ready for use without preprocessing. Wolfram is the owner of the Mathematica commercial software product. The company has no authorized resellers for their volume license agreements. The following clauses and provisions apply to this acquisition and may be obtained from the web site http://rcb.cancer.gov/rcb-internet/SAP/sap.htm: FAR 52.212-1, Instructions to Offerors; 52.212-3, Offeror's Representations and Certifications; 52.212-4, Contract Terms and Conditions, and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes. This is not a Request for Quotation (RFQ), nor is an RFQ available. However, all responsible and responsive sources may submit a proposal, which will be considered. Firms interested in responding to this notice must be able to provide a database product that can perform the requirements described above. Responses should demonstrate the firm's ability to meet the Government's requirements. Responses are required within seven (7) calendar days from the publication date of this notice. This requirement is being processed for CIT by the National Library of Medicine (NLM). NLM synopsis No. 12-441/CYC shall be noted on all correspondence to this announcement.
