- The Center for Disease Control and Prevention (CDC), National Center for Environmental Health (NCEH), Division of Laboratory Science (DLS), intends to award a sole source purchase order to Borgwaldt KC, Inc., 7741 Whitepine Road, Richmond, VA 23237, for a Borgwaldt the acquisition of parts for Borgwaldt Rotary and Linear smoking machines. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 334516, Analytical Laboratory Instrument Manufacturing. The purpose of this acquisition is to purchase a Borgwaldt Smoking ring, vent blocking kit and tray assembly filter pad holder for the Rotary (RM20H) Smoking Machine and Labyrinth seal for the Linear Smoking Machine (LX20). The estimated period of performance of this acquisition is 60 days from the date of award. As the original equipment manufacturer of both the Borgwaldt Rotary (RM20H) and Linear (LX20) smoking machines, which are currently in use, Borgwaldt is the only contractor that can provide the requested parts needed for these machines. The Borgwaldt Smoking Ring, vent blocking kit and 20 position tray assembly are designed specifically to be used with RM20H Borgwaldt smoking machine. The Labyrinth seal is specifically designed for the LX20 Borgwaldt smoking machine. These special holder block the ventilation holes in the cigarette filter to 100%. The Vent-Blocking holders cover the filter ventilation holes located in the range of 9 mm up to 16 mm from the butt end. In addition, these parts enhance the system interface with the machine as part of its daily QC process as well as to measure the carbon monoxide generated by cigarettes as they are smoked and smokes the cigarettes as per ISO and non-ISO conditions, dilutes the smoke and guides the mixture into the cell chambers. Accordingly, because no other manufacturer has developed or sells these parts for Borgwaldt smoking machines, Borgwaldt KC, Inc. is the only responsible source capable of meeting the Government's requirement. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to Borgwaldt KC, Inc. However, firms that believe they can meet these requirements are encouraged to identify themselves and give written notice by providing a capability statement to the Contracting Officer by August 24, 2012. The Contracting Officer will not respond to verbal requests. All requests must be in writing. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
