Combined Synopsis/Solicitation: RFQ-CO201251279 DEFINITIONAL MISSION FOR ADVISORY AND ASSISTANCE SERVICES BY NON-GOVERNMENTAL SOURCES FOR MEXICO This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. All quotes must be received by 4:00PM Eastern Time on August 20, 2012 and should be submitted electronically to contractproposals@ustda.gov. Electronic receipt of email submission to this address will be provided to submitters. If electronic submission is not possible, a hard copy proposal may be submitted to Contracts Office, U. S. Trade and Development Agency, 1000 Wilson Boulevard, Suite 1600, Arlington, VA 22209-3901, ATTN: Kimberely Johnson and must be received by the closing time and date. Late proposals will not be considered unless the exceptions in FAR 52.212-1 Instructions to Offerors-Commercial Items are met. Solicitation incorporates by reference; FAR Part 52.212-1, FAR Part 52.212-3, FAR Part 52.212-4. and FAR Part 52.212-5 are attached. INSTRUCTIONS/CONDITIONS AND NOTICES TO OFFERORS OR RESPONDENTS: FAR Clauses and provisions are available at: https://www.acquisition.gov USTDA-specific templates are available at https://www.ustda.gov/businessopps/dmdocuments.asp Questions regarding this RFQ must be submitted by 5pm Eastern Time (ET) on August 15, 2012 to contractproposals@ustda.gov. The Government contemplates a firm-fixed price commercial item contract award. This procurement is a small business set aside with a small business size standard of less than $14Million annual sales under NAICS code 541611. Award is restricted to U. S. citizens (see Annex II.). The Government's estimate for this procurement is $50,000.00. Period of Performance: Date of award through one (1) year. The description of services to be rendered is provided in the Solicitation/Contract/Order for Commercial Items. The SF 1449 will be the only document incorporated into a successful offer/award. The attached SOW provides all available information for solicitation/evaluation and resulting award. Specific instructions to offerors are contained in Section 2 of the solicitation document. In order to be considered for award, vendors must: • Be properly registered in the Central Contractor Registry (CCR); • Provide complete and current data in the Online Representation and Certification System (ORCA); • Provide accurate Data Universal Number System (DUNS) and Tax Identification Number (TIN) information (upon award).
