- The Naval Air Warfare Center - Aircraft Division, Lakehurst, NJ (NAWCADLKE) intends to procure qty (170) each Bird Electronics brand Bird Power Monitor (BPME 7/8" N(f)-N(f) 88-230 MHz 10-500W), P/N: BPME77A-VL; qty (170) each BPME / ACM Display Panel RF Power Monitor Alarm P/N: 3129; qty (170) each Cord, Standard, FUW Above, P/N: 4421-055; and qty (18) each Element, Dir Coupler 75-150MHZ -40db 1KW, P/N: 400-75 in support of the United States Capitol Police Trunked Radio System as a limited source procurement for the power monitors and related equipment identified above. The solicitation will be open to authorized Bird Electronic Corporation distributors only. The Bird Power Monitor under P/N: BPME77A-VL is the only known equipment that is capable of instantly monitoring 140 Radio Frequency (RF) channels distributed across ten radio sites at any given time from any location within USCP's Intranet while maintaining interoperability with the existing fielded USCP VHF trunked radio system infrastructure. This will be a commercial item procurement to provide the SCR Division with qty (117) Bird Electronic Corporation brand power monitors P/N: BPME77A-VL; qty (170) each BPME / ACM Display Panel RF Power Monitor Alarm P/N: 3129; qty (170) each Cord, Standard, FUW Above, P/N: 4421-055; and qty (18) each Element, Dir Coupler 75-150MHZ -40db 1KW, P/N: 400-75. As a result of the solicitation, NAAWCADLKE intends to award one firm fixed price contract. Award will be based on a determination of "Lowest Price Technically Acceptable". It is mandatory for offerors to register with the Central Contractor Registration (CCR) database. The CCR provides the DUNS (Data Universal Numbering System + 4) number and the company's CAGE (Commercial and Government Entity) code that will be required to conduct business with the Department of Defense. The solicitation and applicable attachments will be posted to the NAVAIR homepage located at http://www.navair.navy.mil (Select "Business Opportunities" then "Open Solicitations") on or about 24 August 2012. Hard copies of the solicitation and amendments will NOT be mailed to the contractors.
