Description
THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR QUOTATION. The National Institute of Environmental Health Sciences (NIEHS), Research Triangle Park, NC intends to negotiate on a sole source basis with Triangle Transit (TT), Research Triangle Park, NC 27709 pursuant to 41 U.S.C.253(c)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements. This procurement is intended to encourage use of van pools for commuting to and from work for employees at the NIEHS, Research Triangle Park, NC by providing transit commuter benefits for the use of TT Van Pools. TT provides either a 12 passenger Van or a 7 passenger Van for the riders. The services include all associated costs (gas, repairs, insurance, and maintenance) with the van pool services. They also provide 24-Hour Roadside Service and Emergency Ride Home Services. The cost of each van pool is based on the round-trip mileage from the starting point to the destination. Triangle Transit is reimbursed monthly for costs based on the Government subsidy. Any costs not covered by the subsidy are paid to TT by the individual riders of the van pool. The period of performance is for a base year (9/01/2012-8/31/2013) and two (2) one-year periods. Interested parties may identify their interest and capability. Respond to this requirement by submitting written capabilities / specifications to the Contracting Specialist at the address provided. This notice of intent is not a request for competitive proposals; however, all responses received within 6 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 6 days of this notice to determine whether a qualified source is more advantageous to the Government, the order will be issued to Triangle Transit Authority. The NAICS Code/Size is 485999/$14.0 Million. This procurement is to be processed using Simplified Acquisition Procedures in conjunction with FAR Part 12 Commercial Item Acquisition of Commercial Items.
