Description
The United State Department of Agriculture, Animal and Plant Health Inspection Service (USDA) Plant Protection and Quarantine (PPQ) Asian Longhorned Beetle (ALB) eradication is seeking sources capable of performing removal and disposal of trees, shrubs, limbs, branches, exposed surface roots and stumps (not all inclusive) infested or exposed to infestation by the Asian Longhorned Beetle (ALB) in the State of Ohio. The objective of this contract is to remove trees and host material infested or exposed to ALB infestation, stump grinding of removed/fallen/existing stumps of trees, herbicide treatment in lieu of grinding when grinding is not possible, chipping of removed trees, establishment and management of a marshaling yard, and restoration of properties where removal work was completed. Tree removal activities will be completed on public and/or private property within Ohio. Service activity will also be required in both landscaped/maintained settings and in non-maintained areas. Service will be on as needed basis in support of the USDA/ODA program strategies for the eradication of ALB in the state of Ohio. The USDA and/or the Ohio Department of Agriculture will secure approval from the property owners to access the site where the infested trees are located on their property in order to remove the tree(s) and/or host material. The initial contract will be from date of award. The potential area of work covers Clermont and Brown Counties in Ohio. As USDA/ODA continues surveys, additional infested trees are expected to be detected. The Contractor may be required to service two or more sites simultaneously to meet the eradication goals of the USDA. During the Contract term, other sites may be identified and require service within sixty (60) days of notification by USDA. Responses to this sources sought notice will be used to help determine acquisition strategy (e.g., small business, HUBZone, SDVO, or 8(a) set-aside, GSA schedule, full-and-open competition, cooperative agreement with State Agency). Companies interested must submit the following: A maximum of five page capability statement showing the contractors ability (history, expertise, number of employees) to perform the work. Information provided beyond this number of pages will be reviewed solely at the discretion of the Government. This information will be used to determine if the company is capable of performing the work described in the draft statement of work.
