- Notice of Intent to Sole Source to Sprint Communications Company L.P. for Data Communication Services The Office of Personnel Management (OPM) has a requirement for Data Communication Services with Sprint Communications Company L.P. The required services are very specific and are not offered by other vendors. The services include: Interstate/Intrastate Toll Free Service Domestic On-Net Route Advance Domestic Enhanced Routing Domestic Voice Slot/Storage Charge Domestic ISDN PRI Dedicated Domestic Support including Expedites, Requested Cancellations, change requests. Offshore Private Line Domestic DDS 9.6K Clearline Domestic 56k Clearline Domestic Clearline 1.5 Domestic Clearline 45 Domestic Clearline OC3 Domestic DDS 9.6K Access Domestic 56k DAL Access Domestic T1 Access Domestic T3 Access Domestic OC3 Access Domestic Access per Domestic Equipment Maintenance on existing devices OPM intends to issue a non-competitive award that will result in a purchase order to Sprint Communications for a period of one year. Since this is sole source procurement, a solicitation will not be posted to the internet. All responsible sources may submit a capability statement which shall be considered by the agency to Karoline Starr at karoline.starr@opm.gov The basis for restricting competition is the proprietary information of Sprint and duplicative cost to the Government that is not expected to be recovered through competition, and the unacceptable delays in fulfilling the agency's requirement through any other source.
