Description
This is a small business set-aside procurement for RCRA Facility Investigations. The purpose of the RFI is to obtain information to fully characterize the nature, extent and rate of migration of releases of hazardous waste or constituents and to interpret this information to determine whether interim corrective measures and/or a Corrective Measures Study may be necessary. Prior to conducting the investigation, the owner or operator (Anniston Army Depot) will in most cases be directed, through a permit or enforcement order, to submit a written plan (the RFI Work Plan) that should propose, in detail, the manner in which the investigation will be conducted. Anniston Army Depot (ANAD) would receive notice from the Alabama Department of Environmental Management (ADEM) that a RCRA Facility Investigation (RFI) is required. The RFI field work shall be completed within 180 days of ADEM notification to ANAD unless other actions have been approved by ADEM. A work plan will be developed for the project including a site-specific health and safety plan, as well as a quality assurance project plan. The work plan will be submitted to the Contracting officer within 30 days after the award of the task order. Work will not commence until the approval has been given. North American Industry Classification System Code is 541380; size standard is $12 million. This solicitation will be issued electronically in accordance with FAR 4.501, 5.102(a)(7) and 14.205-1(c); therefore hardcopies will not be provided. Proposals submitted must be in electronic format as stated in the solicitation. Vendors wishing an electronic copy may download it on or after the issue date by accessing the following address via the Internet: https://acquisition.army.mil/asfi/ (ASFI). Estimated issue date is 20 August 2012. CAUTION: This solicitation will be issued electronically as will any amendments thereto. Because of this, the Government is under no obligation and is, in fact, unable to maintain a bidder mailing list. It is therefore incumbent upon any interested parties to periodically access the above Internet address in order to obtain any amendments which may be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for receipt of proposals may render your proposal non-responsive and result in the rejection of your proposal.
