Description
The Arnold Engineering Development Complex (AEDC) Contracting Office (AEDC/PZI), Arnold AFB, TN, anticipates the release of a solicitation for providing all materials, labor, equipment, and transportation necessary to clean, inspect, report condition, machine, refurbish, repair, assemble, and balance up to four Allis Chalmers VA-1409 axial compressor rotor assemblies. Contractor shall deliver the rotor assemblies to Arnold Engineering Development Complex (AEDC), Arnold Air Force Base, Tennessee. The requirement will be solicited as a full and open competition. The North American Industry Classification System (NAICS) code for this project is 333912 (Air and Gas Compressor Manufacturing). The Business Size Standard is 500 employees. A complete Request for Proposal (RFP) with detailed specifications for each item will be available on or about 24 August 2012. Proposal due date will be on or about 25 September 2012 at 2:00 P.M. Central Time. *Note: The above time and dates are only estimated and are subject to change. The Request for Proposal (RFP) will be available electronically on the Federal Business Opportunities (FBO) website. No hardcopies, faxes, or emails will be available. Please register as a source to be notified of RFP Amendments, Clarifications, etc. However, it is the responsibility of the contractors (even those registered as a source) to check the FBO website frequently to ensure they have all available information. Any prospective contractor must be registered in the Central Contractor Registration (CCR) in order to be eligible for award. Information concerning CCR registered requirements may be viewed via the Internet at http://www.bpn.gov/ccr/ or by calling the CCR Registration Center at 1-866-606-8220. AFFARS 5352.201-9101 OMBUDSMAN (Apr 2010) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM or AFISRA ombudsmen. (d) The ombudsman has no authority to render a decision that binds the agency.
