Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Blvd. EPS Room 6074, Rockville, MD, 20852, UNITED STATES Description The National Cancer Institute (NCI), Division of Cancer Control and Population Sciences (DCCPS), Tobacco Control Research Branch (TCRB) within the Behavioral Research Program plans to procure on a sole source basis value of systematic data collection for Global Tobacco Control and Prevention Network from University of Minnesota, 2701 University Avenue S.E., Suite 201, Minneapolis, MN 55414. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System code is 541990 and the business size standard is $7.0 million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance shall be from award through twelve (12) months. It has been determined there are no opportunities to acquire green products or services for this procurement. The National Cancer Institute's (NCI's) Tobacco Control Research Branch (TCRB) within the Behavioral Research Program, Division of Cancer Control and Population Sciences, has supported research on tobacco and cancer prevention for several decades. TCRB's role has been important in designing and implementing various successful tobacco control initiatives, as well as in global tobacco control initiatives. TCRB has also sought to foster collaboration, data sharing, and the exchange of information among researchers from different disciplines and different countries to further global tobacco prevention and control research. In recent years, tobacco manufacturers have introduced a range of novel products in the U.S. and other countries with marketing that suggests reduced exposure to carcinogens. However, limited data is available on the characteristics of these products and how they are marketed and sold. Additionally, the diversity of products on the market across countries presents a daunting challenge for coordinated global tobacco control efforts. Systematic data collection is needed to inform global tobacco control and cancer prevention policies and programs. The aim of this project is to collect data about novel tobacco products being marketing around the world and to test the feasibility of an international collaborative protocol. The contractor shall complete the following tasks: 1) Collect 100 samples of tobacco products from across the United States and determine carcinogen yields for those products(this data shall be made available on the existing Tobacco Monitoring and Research Network (ToMResNet) website); 2) Determine constituent yields of select carcinogens from oral tobacco products collected from at least two different regions of the world (total of 100 samples); and 3) Develop plan for a new round of workshops building on the previous workshop held five years ago. University of Minnesota (UMN) houses the University's Tobacco Use Research Center. The Center conducts clinical research trials with people who smoke and chew tobacco and also collaborates with other researchers at UMN to conduct laboratory studies and analyses of tobacco products and human study measurements. The UMN also held an NIH-funded Transdisciplinary Tobacco Use Research Center (TTURC) focused on developing methods and understanding mechanisms associated with reducing tobacco toxin exposure. Researchers at the University of Minnesota have built a collaborative, transdisciplinary research network over 10 years under the TTURC. Additionally, the focus of that work has been oriented around carcinogen exposure reduction. The University has critical experience in organizing previous workshops on tobacco harm reduction and other topics and has previously overseen the development of tobacco networks. Due to the fact that UMN is the only organization with proprietorship of the data for manipulation, addition and enhancements, no other organization has authority to develop the aforementioned databases and analyses which makes the UMN uniquely qualified to perform this task. This notice is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Capability statements must be received in the contracting office by 11:00 AM EST, on August 22, 2012. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
