Description
Modification: The response due date has been extended until August 15, 2012. This is a Request for Quotation prepared in accordance with FAR Part 13, as supplemented with additional information included with this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; A SEPARATE WRITTEN SOLICITATION WILL NOT BE ISSUED. QUOTES ARE BEING REQUESTED. The Centers for Medicare and Medicaid Services intends to award, using Simplified Acquisition Procedures (threshold of $150,000), a fixed priced purchase order at a fixed labor rate for a project to develop a public service announcement for American Indian and Alaska natives in the Medicaid and Children's Health Insurance Programs. It shall be in accordance with the attached Statement of Work. The NAICS code is 512110. Quotes will be due on August 15, 2012. CMS requires PSAs to be developed for target populations including outreach and enrollment of American Indian and Alaska natives in the Medicaid and Children's health Insurance Programs. The contractor must be able to convert technical programmatic language into messaging to target beneficiaries, health insurance facilitators, community partners to increase the application and enrollment in CMS programs. Completing this task requires knowledge of Medicaid and CHIP programs as utilized in the tribal health care system, knowledge of the AI/AN perceptions of CMS programs, ability to explain the benefits of applying and enrolling in CMS programs and ability to develop effective messages to motivate eligible individuals to take action. In addition the PSA should incorporate culturally appropriate scenarios, spokespersons to effectively communicate with the AI/AN population. This product will be incorporated into AI/AN outreach toolkits to be used by grantees serving tribal communities. The level of effort for this procurement is approximately 580 labor hours. All responsible sources may submit a response which shall be in accordance with the requirements in the synopsis. Responses shall include the following: 1) Contractor's plan to perform the Statement of Work; 2) Past performance information - experience to perform the required services; and 3) Price - fully loaded rate. All responses will be evaluated on the following Evaluation Criteria: 1) Technical Approach; 2) Past Performance and 3) Price. The Government intends to award to the responsible offeror whose quotation offers the best combination of technical capabilities and proposed price.
