- Stage Layouts This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Offers are due in this office no later than 4:30 PM Wednesday, August 15, 2012. The cut-off date for questions is Monday, August 13, 2012. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being solicited and a written solicitation will not be issued. Solicitation number W912L7-12-T-0024 is hereby issued as a Request for Quote. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-60. The Tennessee Army National Guard has the following requirements. This requirement is advertised as an unrestricted acquisition; the North American Industry Classification System (NAICS) Code is 334310 with a Small Business Size Standard of 750 employees. All responsible sources may submit an offer, which must be considered by this Agency. The following clauses are applicable to this acquisition: FAR 52.212-1 Instructions to Offerors-Commercial Items, 52.212-2 -- Evaluation -- Commercial Items. As prescribed in 12.301(c), the Contracting Officer may insert a provision substantially as follows: Evaluation -- Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Offers will be evaluated using the lowest priced technically acceptable process described in the Federal Acquisition Regulation (FAR) subpart 15.101-2. For the offered product to be considered equal, they must meet or exceed the salient characteristics listed in the attached documents. Award will be made on a "all or none" basis to one contractor. 52.212-3 Offeror Representations and Certifications-Commercial Items, FAR 52.212-4 Contract Terms and Conditions-Commercial Items, FAR 52.212-5 (Dev) Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (JUN 2006) (Deviation FAR 52.219-23 Notice of evaluation adjustment for small disadvantaged business concerns The following statement of work applies to this acquisition; a. The vendor will provide each sound system and lighting system as a complete, preassembled and fully functional system. For example, each power amplifier will be preprogrammed to provide optimal performance given its respective speaker load and speaker parameters. Also, each mixing console will have a preprogrammed to match its respective stage layout requirements. b. The vendor will provide detailed CAD drawings of the layout of each system to include comprehensive audio and power wiring diagrams for each sound and lighting system, audio and power wiring diagrams for each assembled rack, power consumption requirements for each assembled rack, overall power consumption requirements for each assembled system, layout of each assembled rack, I/O panel layouts with connectivity labeling, comprehensive connectivity drawings, multiple configuration possibilities, and a quick setup guide. c. The vendor will provide comprehensive wire labeling and connection color coding which works in conjunction with CAD drawings. Each component (to exclude microphone and speaker stands, microphone, guitar, speaker, and instrument cables) will be individually labeled, and the inputs and outputs color-coded, by the vendor and mapped out in a CAD drawing of each system's layout. d. The vendor will provide shipping to the 129th Army Band, 3041 Sidco Dr, Nashville, TN 37204-1502. If the vendor is located within 25 miles of zip code 37204-1502, the 129th Army Band will pick up the equipment at the vendor's location. e. The vendor will provide expert consultation and basic training upon delivery of the required systems. The term "expert" in this instance is defined as an audio engineering professional who has worked as FOH (front of house) audio engineer on multiple tours for top-tier recording artists, or has a resume satisfactory to 129th Army Band commander.
