Description
THE SOLICITATION FOR THIS PROJECT WILL BE POSTED ON OR ABOUT AUGUST 29, 2012. SET ASIDE: CASCADING - First Consideration Service Disabled Veteran Owned Small Business; then Small Business This project is for the repair of an 82 foot tall TT-1 treated timber structure known as the Point Prominence Lookout Tower, located in Union County, Oregon. Work will consist of installing pressure-treated blocking between all landing stringers; removal of concrete step at the base & replacing with new concrete steps; removal of all nails on stair treads & stair landing and replacing with new 3" heavy duty deck screws; removing all horizontal split members and replacing with new pressure treated members; tightening four guy cables; installing new safety gate; and completing other necessary repairs too numerous to mention. All work required will be listed in the solicitation. Rappelers may be used to perform the work but they must hold current certification by the Society of Professional Rope Access Technicians (SPRAT) and/or the Industrial Rope Access Trade Association (IRATA). This procurement requires the use of biobased products to the extent that such products are reasonably available, meet agency or relevant industry performance standards, and are reasonable priced. Where available, these products should first be acquired from among qualified products that fall under the umbrella of items designated through the Federal Biobased Products Preferred Procurement Program (FB4P). Project is estimated at $25,000 - $150,000, bonding or alternative payment protection required by awardee, Davis Bacon Wage Rates apply. There will not be an official site visit. It's highly recommended contractors view the site on their own once the solicitation is issued. Work is estimated to start in October 2012 and shall be completed not later than July 1, 2013. Solicitation will be issued on or before August 29, 2012 with quotes due not later than September 21, 2012 at 4:30 p.m. (PT). A cascading set-aside will be used for this project. In accordance with USDA Departmental Regulation 5090-005, award will be made on a competitive basis first to the responsible, eligible Service Disabled Veteran Owned Small Business (SDVOSB) concern. If there is a not a SDVOSB concern able to meet the anticipated need, award will be made in accordance with FAR 19 to a responsible Small Business concern.
