Description
SYNOPSIS - Renovate Bays D, E, & F of Building 237, Travis AFB, CA FA4427-12-R-0108 This is a pre-solicitation notice to notify contractors that the Government is contemplating advertising a solicitation in the near future for renovations of Bays D, E, and F of Building 237 at Travis AFB, California. This is not a request for proposal, and there is no solicitation package available at this time. This solicitation shall include but shall not be limited to the renovations of Bays D, E, and F of Building 237,Travis AFB, CA in accordance with the specifications and drawings provided by the government. It also covers requirements for security, environmental, housekeeping, and procedures on the site or location at which these activities are performed. This description of work is for general information only. It is not our intention to describe every feature of items of work or to define the scope of work. The solicitation will be a Request for Proposal (RFP), Price Performance Tradeoff (PPTO), solicitation. The proposed requirement is SET ASIDE FOR SMALL BUSINESSES. Award will be the Best Value to the Government in accordance with FAR 15.3. The Government reserves the right to award a contract to other than the low offeror. There will be no public opening. The NAICS Code for this project is 236220 - Addition, alteration, and renovation general contractors, commercial and institutional building. This is not a solicitation. The magnitude of this project is between $1,000,000 and $5,000,000. The period of performance for this contract will be 540 calendar days. The responsible offeror must be CCR registered to receive an award. The closing date and time for submission of offerors will be on or about 24 September 2012; the actual date will be in the solicitation package on www.fbo.gov. The solicitation package will be available for download from FedBizOpps at www.fbo.gov on or about 24 August 2012. The government will not provide paper copies for the solicitation. The unofficial source list will be available on www.fbo.gov after solicitation but prior to closing, and is based upon the submission of email notifications from firms indicating their interest in the requirement. Telephone, written, facsimile, or email request for the solicitation package or unofficial plan holder list will not be honored. Potential offerors are responsible for monitoring the www.fbo.gov for the release of the solicitation package, for any other pertinent information, including information about the site visit, and for downloading their own copy of the solicitation package. NOTE: The response date cited above is an estimate, not an actual. This notice does not obligate the government to award a contract nor does it obligate the government to pay for any proposal preparation costs. The primary Point of Contact is P. Per AFFARS 5352.201-9101: An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer, Ms Marguerite Holbein-Stephenson (707 424-7765) for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM ombudsmen, Mr. Gregory O'neal, HQ AMC/A7K, 507 Symington Drive, Scott AFB IL 62225-5022, (618) 229-0160, fax (618) 256-6668, email: gregory.oneal@us.af.mil. The ombudsman has no authority to render a decision that binds the agency. Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer.
